Minimum Requirements:
4+ years of experience reviewing, analyzing, and evaluating business systems and user needs.
4+ years of experience working in an Agile environment.
Experience with business process reengineering and solution formulation.
Strong documentation and communication skills.
Familiarity with cost/benefit analysis and ROI modeling.
Preferred Experience:
2+ years of experience with Texas HHSC processes and Texas Medicaid/CHIP systems.
2+ years of experience working in a Scaled Agile Framework (SAFe) environment.
Experience supporting large-scale IT modernization projects in the public sector.
Business Systems Analyst to support a major system modernization initiative and ongoing enhancements for Medicaid applications within a SAFe Agile environment:
The ideal candidate will have a strong background in analyzing business systems, identifying technology solutions, and aligning IT strategies with business goals.
This role involves working closely with multiple stakeholders and vendors to ensure successful delivery of integrated solutions that support Medicaid IT-Contracted Systems. Experience with Texas HHSC and Medicaid/CHIP systems is a plus.
Key Responsibilities:
Review, analyze, and evaluate business systems and user needs to align with organizational goals
Formulate system solutions that support overall business strategies and modernization efforts
Participate in a major system modernization project and ongoing enhancements for Medicaid applications
Provide oversight and support for Medicaid IT-Contracted Systems and integrated project efforts
Collaborate with multiple Medicaid Enterprise Systems (MES) vendors to support application enhancements
Assist in creating standardized processes and documentation to align with agency direction for integrated solutions
Prepare solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build)
Write detailed documentation of user needs, program functions, and development/modification steps
Apply business process reengineering and identify new technology applications to improve business effectiveness
Utilize industry-standard business process mapping and reengineering methodologies
Work closely with stakeholders to ensure consistent understanding and implementation of project goals
