Marketing Statement:

Metro seeks an engaged and talented data professional to join its Performance, Learning, and Development team. This role is part of an internal organizational development team that drives organizational effectiveness, leadership development, and coaching.

The successful candidate will be passionate about helping organizations develop professionally and reach their goals through performance management. They will support the performance management process by providing data-driven reports and analysis to managers and senior leaders on schedule or as an ad-hoc request. Additionally, they will design and develop dashboards with a customer-centric mindset. They will suggest innovative actions to drive results further.

The candidate must demonstrate the ability to manage multiple tasks across various stakeholders, navigating expectations and prioritizing conflicts effectively. The ideal candidate is analytical, detail-oriented, patient, and forward-thinking.

MINIMUM QUALIFICATIONS

Minimum Education

A bachelor's degree in human resources, Business Administration, Statistics, Information Systems, or a related field

Minimum Experience

Five (5) years of experience in the design, implementation, and administration of human capital processes and programs. A minimum of four (4) years of progressively responsible experience with structuring and conducting data gathering, and advanced analysis and reporting. Experience leading technical teams and experience in setting up and administration of Adobe Connect classrooms or a similar platform.

Preferred Qualifications

Master's degree in human resources, Organization Development, or Business Administration.

SUMMARY

The primary responsibilities of the Performance Management Analyst are to provide complex reporting and statistical analysis, conduct ongoing performance management-related transactions in PeopleSoft, and provide guidance to employees on performance management-related matters. The incumbent develops, monitors, and recommends improvements to performance management-related processes, policies, practices, and programs.

ESSENTIAL FUNCTIONS

Principal Job Duties
  • Monitors activities and develops a wide range of internal status and performance management reports to evaluate Metros effectiveness in meeting strategic goals, business plan objectives, and mitigating risks.
  • Develops and maintains spreadsheets and databases. Ensures accuracy, integrity, security, confidentiality, and consistency of key data sets, reports, and metrics.
  • Coordinates ad hoc requests for analytical reports from customers and partners and ensures accuracy and timeliness of delivery. Along with support from other available resources ensures customer needs are being met. Also, ensures appropriate quality control processes and documentation standards are followed.
  • Designs and develops analytical tools, visualizations, and data solutions to support decision making and tracking progress.
  • Delivers independent business analysis of performance management-related data findings and reporting. Leverages regularly scheduled and ad hoc management reporting to identify trends, highlight opportunities and risks, and drive business decision making.
  • Performs full scope of actions and transactions in PeopleSoft ePerformance in support of performance management programs for all employee groups ensuring accuracy of actions and highest-level customer service.
  • Identifies and develops requirements for system modifications, such as systems configuration changes, updates, improvements, and the development of new modules to meet the needs of WMATA employee groups. Conducts system testing, as needed.
  • Analyzes HCTM business processes and develops analytical justifications in support of changes to existing processes, policies, and procedures.
  • Troubleshoots system and other issues and provides production support from an end-user perspective.
  • Develops and maintains a log of customer concerns and questions pertaining to performance management modules, forms, and processes; drives the development and implementation of enhancements and solutions.
  • Develops informational and guidance materials, to include but not limited to handbooks, Job Aids, PowerPoint presentations, web content, computer-based training, etc.
  • Builds strong and trusting internal customer relationships with counterparts across organizational units and functional areas.

OTHER FUNCTIONS

Other Duties
  • Analyzes strategic organizational and industry trends in reporting/analytics tools and metrics, and dashboard technology to continuously improve service delivery.
  • Provides support to the office learning programs, to include Webinar support using Adobe Connect or other similar platforms. Conducts training sessions on performance management or other related aspects, as needed.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
