ECS is seeking an ARPA-H BID Advisor to work remotely . Please Note: This position is contingent upon contract award.

ECS is seeking talented and driven professionals to support the Advanced Research Projects Agency for Health (ARPA-H) Business Innovation Division (BID). In this role, you will serve as a technical advisor to ARPA-H-enabling the agency to manage and provide oversight to advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation's healthcare ecosystem processes, policies, and enabling technologies; and enable the agency to expand its healthcare and scientific scope into yet unknown areas. As an advisor within ARPA-H, you will provide support and thought leadership to R&D performer teams, Government Program Managers, and stakeholders across the health innovation ecosystem.

ARPA-H BID plays a pivotal role in enabling the agency's mission to accelerate transformative health solutions. This division delivers cutting-edge acquisition and business strategies that support the development and deployment of breakthrough technologies aimed at improving national health outcomes. BID is a central partner in providing comprehensive business support across ARPA-H, ensuring innovation is not only encouraged but effectively operationalized. BID also facilitates coordination and collaboration among diverse partners, ensuring activities align with policy frameworks and regulatory standards. By bridging operational needs with strategic goals, the division ensures ARPA-H's programs receive the tailored, agile support necessary to drive forward high-impact health innovations.

As an advisor within ARPA-H BID, you will serve as a strategic and operational expert, guiding the development and execution of innovative business practices to support ARPA-H's mission. You will provide tailored advice on acquisition strategies, contracting mechanisms, and partnership models that enable rapid and flexible support for health innovation projects.

Salary Range: $80,000 - $220,000

Required Skills

  • Bachelor's degree.
  • 5 years minimum professional experience
  • Demonstrated ability to conduct independent research, analyze data, and write scientific/technical reports.
  • Excellent communication and collaboration skills.
  • Ability to work independently and as part of a team.
  • Strong work ethic and a passion for healthcare and scientific discovery.
  • U.S. citizenship or lawful permanent residency is required per contract.


Desired Skills

  • Three years or more experience within a Federal ARPA organization.
  • Two years or more experience in Federal Healthcare and/or Scientific Consulting.
  • Experience supporting complex healthcare and programs of a research and development nature.
  • Advanced degree (Masters, JD) preferred based upon domain expertise.
