Job Details

We are seeking an experienced Programmer Analyst 6 to provide ongoing maintenance and support for critical enterprise applications supporting statewide vital records systems. This role involves leading functional analysis, documentation, system enhancement, and support activities for Tier-1 applications processing sensitive and regulated data.

Key Responsibilities:

Develop high-level and detailed functional requirement documents

Perform business requirements analysis and gap analysis

Execute full SDLC including requirements gathering and functional/technical specifications

Create functional design documents and obtain stakeholder approvals

Develop user stories, task breakdowns, and Agile artifacts

Build prototypes, mockups, flowcharts, and screen layouts

Support large-scale Agile development projects

Design, develop, and execute test plans, test cases, and test reports with metrics

Coordinate UAT, post-implementation testing, and defect tracking

Differentiate between defects and new enhancement requests

Assist with RFCs, system upgrades, and production monitoring

Maintain and update system and technical documentation

Develop training materials, user manuals, and training plans

Provide application support and assist users with issue resolution

Support architecture assessments, hosting documentation, and firewall rules

Ensure solutions align with enterprise and standard technology guidelines

Required Skills & Experience:

8+ years of business analysis experience for complex systems

8+ years of functional requirements development

8+ years of test planning and test case development

5+ years of Agile development experience (including TDD exposure)

8+ years of system documentation and maintenance

8+ years of training plan and material development

Experience with Azure DevOps or similar requirements/test management tools

Experience working with HIPAA-regulated data
