Position Description:

A government agency is seeking a Technical Trainer / Instructional Designer to support the rollout and ongoing training efforts for Child Care Financial Assistance (CCFA) software applications. The successful candidate will help ensure clear, accessible communication of technical workflows to a broad user base, including families, child care providers, support agencies, and staff.

This role requires someone skilled in translating technical content into understandable, engaging training tailored to diverse audiences including individuals with limited English proficiency. A strong foundation in adult learning theory and instructional design is essential, as well as experience facilitating both virtual and in-person trainings. A background in public benefits systems or government programs is preferred.

Duties and Responsibilities:

  • Design, develop, and maintain training programs to explain CCFA software features and workflows to a range of stakeholders.

  • Translate technical processes into plain language for non-technical users.

  • Adapt training content to meet the needs of individuals with limited English proficiency.

  • Deliver training sessions live (both in-person and virtually) with clarity and confidence.

  • Collaborate with internal teams and stakeholders to identify training needs and evaluate effectiveness.

  • Apply adult learning principles and instructional design best practices to develop educational materials.

  • Use tools like Microsoft 365, Zoom, and GoToMeeting to create accessible, modular, self-paced training content.

  • Provide front-line technical support through ServiceNow or similar systems; triage and escalate issues as necessary.

Required Skills and Qualifications:

  • Demonstrated experience in technical training, instructional design, or user education roles.

  • Ability to clearly explain technical topics to diverse, non-technical audiences.

  • Strong documentation and content creation skills (e.g., manuals, guides, job aids).

  • Familiarity with adult learning theories and instructional design methodologies.

  • Effective communicator with experience delivering both virtual and in-person training sessions.

  • Comfortable working with populations whose first language is not English.

  • Experience supporting or working with ticketing systems like ServiceNow.

  • Understanding of fiscal processes and terminology, including budgeting or payment workflows related to public programs.

  • Ability to integrate financial concepts into user-friendly training content.

Preferred Qualifications:

  • Experience in public benefits systems, ideally within early childhood education, health, or human services.

  • Familiarity with content management systems (CMS) for organizing and publishing training materials.

  • Experience using Articulate or similar tools for developing interactive e-learning content.

  • Prior work with federal, state, or local government agencies.

  • Familiarity with Jira for task tracking, sprint planning, and release coordination.

  • Experience leading cross-functional teams in Agile environments, managing planning, timelines, communication, and resource coordination.

  • Ability to facilitate Agile/Scrum ceremonies (stand-ups, retrospectives, sprint planning), and provide coaching on Agile principles.
