DESCRIPTION
Under the direction of the Director of Enterprise Applications, the Coordinator, Learning Management System (LMS) is responsible for the analysis, design, implementation, security, requirements gathering, integration, training, maintenance, and end-user support of the Howard County Public School System's Learning Management System and other integrated applications. The Coordinator supervises LMS staff and works collaboratively with various stakeholders. The Coordinator demonstrates a thorough understanding of the course build process, assignments, report generation, data consistency, integrity, accurate application administration, administrator training, and end-user support.
MINIMUM QUALIFICATIONS
A combination of education and experience may be considered.
Education:
- Bachelor s degree from an accredited college or university.
Experience:
Seven years of experience working with enterprise applications to include at least three years of experience managing staff working with learning management systems.
PREFERRED QUALIFICATIONS
Bachelor s degree from an accredited college or university in Information Technology, Instructional Technology, Business Administration, or related field.
Prior experience working with and supervising users of Canvas learning management system in a PreK-12 or college/university setting.
Experience in IT application programming or data and systems integration.
Experience with Student Information Systems (SIS).
Experience with T-SQL, JSON, APIs, and business intelligence software (e.g., Power BI, Tableau).
Experience using GIT/GITHUB.
Experience with UI/UX design.
ESSENTIAL POSITION RESPONSIBILITIES

Manages technical and functional day-to-day operational and support aspects of the Learning Management System, LTIs, other supported instructional technologies, and LMS team members.
Manages training resources for end users: reference guides, self-paced courses, in-person or virtual training sessions.
Responsible for the implementation, configuration, and maintenance for the HCPSS learning management system taking into consideration performance, scalability, operability, and flexibility.
Beta test new application features, advocates for feature development important to district users, and create communications for end users about product updates, important information (dates, course configurations, service disruptions), and user tips.
Use business intelligence software, database queries, and/or APIs to troubleshoot and resolve issues in the LMS
Maintain and update system customizations through the UI, CSS and JavaScript.
Configures system and data integration capabilities between Learning Management System and other data systems and applications and collaborates with other technology staff to develop integrations.
Collaborates and assists with a variety of stakeholders in implementing best practices in using the Leaning Management System for their technical and functional activities.
Develops business requirements for process development, system development and continuous enhancements.
Collaborates in making courses and course content functional in LMS.
Establishes and maintains standards in order to ensure data integrity and best practices related to the learning management system and other supported instructional technologies.
Works with vendors to address and resolve LMS issues.
Ensures the quality, reliability and accuracy of all deliverables.
Exercises a working knowledge of CIPA, FERPA and HIPAA regulations.
Utilizes excellent judgment and communication with others when working with sensitive data.
Performs work of a very detailed nature requiring a high degree of accuracy and consistency.
Organizes and manages several tasks or projects with concurrent, time-sensitive deadlines.
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the organization and procedures of implementing an instructional environment, including course delivery, grading and reporting, and content development.

Working Hours
The duty day for this position is eight hours including a one hour duty-free lunch.
EMPLOYMENT INFORMATION
Compensation
This is a 12-month per year position in the Howard County Association of Supervisors and Administrators-Administrators, Non-Certificated Supervisors (HCASA-NCS) employee unit. The for this position is in the Coordinator lane on the Non-Certificated Supervisors salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCASA-NCS Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.
Telework Program
This position requires work onsite and is also eligible to participate in the Telework Program after the first 60 working days of employment. Schedules for hybrid telework will be subject to approval and determined by the department and/or supervisor.
Retirement
Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee s annual salary.
