Position Summary
The Texas Health & Human Services Commission (HHSC) is seeking an experienced Systems Analyst III to support the design, development, testing, and optimization of a large-scale Data Integration and Analytics Platform. The analyst will work closely with technical and business teams to develop enterprise data solutions, build efficient ETL workflows, perform complex SQL development, and contribute to system modernization initiatives.

Key Responsibilities
Analyze business requirements and translate them into detailed technical specifications.
Design and develop ETL mappings and workflows using Informatica PowerCenter/IICS.
Integrate and transform data from diverse sources including Oracle, SQL Server, Flat Files, Excel, and PDF.
Develop, optimize, and maintain complex SQL scripts, stored procedures, and database views (Oracle/Snowflake).
Support data modeling, data validation, and performance optimization efforts.
Conduct integration, load, and stress testing; document results and support deployment activities.
Participate in Agile processes including sprint planning, daily stand-ups, and retrospectives.
Create technical documentation, architecture diagrams, user stories, and test plans.
Provide troubleshooting, production support, and enhancement of existing data pipelines.
Ensure compliance with data security and privacy standards including handling of PII/PHI.

Required Qualifications
8+ years of experience developing ETL solutions using Informatica PowerCenter or IICS.
8+ years of experience integrating data from multiple enterprise systems for analytics and reporting.
8+ years of hands-on experience with advanced SQL programming (Oracle/Snowflake).
8+ years of experience as a Systems Analyst supporting data warehouse or analytics projects.
Strong experience documenting system designs, data flows, and technical processes.
Solid understanding of coding best practices, testing methodologies, and system performance optimization.

Preferred Qualifications
Experience working in Agile/Scrum development environments.
Knowledge of healthcare data security standards (PII/PHI).
Experience with BI tools such as Tableau, Power BI, or similar.
Python scripting experience.
Hands-on experience with JIRA for requirements and task management.
Familiarity with REST/SOAP web services.
Experience with Java, JavaScript, C#, MuleSoft, or GitHub Actions (CI/CD).
