Overview:

We are seeking a Senior Cognos Business Intelligence Developer who will support the State of New York on the Integrated Eligibility Systems (IES) project. The Senior Cognos Business Intelligence Developer will play a key part in designing, developing, and deploying BI solutions using the IBM Cognos suite and Oracle-based data systems. The ideal candidate has deep expertise in PL/SQL, data modeling, and dashboard/report creation, and will contribute to critical data-driven decision-making processes across health and human services programs.

Duties:

• Design, development and deployment of multi-dimensional reports using the Cognos Business Intelligence suite of products.

• Provides analysis, design, development, testing and implementation of Business Intelligence, Ad-hoc and Operational Reporting.

• Maintains and curates a central repository of enterprise Business Intelligence assets including dashboards, visualization and interactive reports.

• Monitor daily reports that identify data inconsistencies, determine the resolution and revise the incorrect operational data.

• Enables capabilities available in the Business Intelligence technology such as drill-through functionality, KPI and scorecard reporting, advanced visualizations including mapping and geospatial analysis, predictive analytics, and other capabilities as they arise.

• Communicate and coordinate with members of the development team to work across multiple projects.

• Explore, actively support and work on new technology initiatives that may be of interest to the organization.

• Actively participate in troubleshooting any technical issues that the program may have.

• Other duties as assigned.

Mandatory Qualifications:

• 7+ years of experience working on complex projects with 2 or more years in a leadership role as a Developer.

• 7+ years of experience in analysis, design, development, testing and implementation of business intelligence solutions using PL/SQL & relational databases.

• 5+ years of hands-on experience with authoring and maintaining reports using IBM Cognos suite of tools with relational databases.

• 7+ years of experience with business reporting of IES programs like SNAP, HEAP, MEDICAID, PA, TANF.

Desirable Qualifications:

• 7+ years of hands-on experience writing complex SQL for querying and development of reports and data analytics.

• 7+ years of demonstrated hands-on experience with PL/SQL writing packages, stored procedures and triggers.

• 5+ years or more of demonstrated hands-on experience developing data models, data mappings, data migrations and assisting in data warehouse design in Oracle environment for Cognos.

• 5+ years of demonstrated hands-on experience with design & development of Cognos cubes for analytical reporting.

• 7+ years of experience of Oracle architecture and database design.

• 7+ years of experience working with different databases structure for OLTP, OLAP & high-volume transaction systems.

• 7+ years of experience with data visualization tools like Tableau.

• 2+ years of experience with Google Big Query.

• 7+ years of experience with Health & Human services applications.
