Title: Information Systems Architect Project Lead
Duration: 12 Months
Location: Columbia, SC Hybrid (2 days onsite per week)
Note: Candidate must be a current South Carolina resident. No relocation allowed.
Scope of the Project
A state agency is seeking an experienced Information Systems Architect / Project Lead to guide the modernization of mission-critical applications supporting statewide Economic Services programs. This position will lead the Web Application Development team, providing technical leadership across multiple modernization initiatives and ongoing system support efforts. The role involves full SDLC oversight, architectural leadership, system integration, and collaboration with business and technical partners.
Primary Responsibilities
Lead architectural design and modernization of IT systems supporting key Economic Services programs (e.g., SNAP, TANF).
Oversee technical planning, system integration, and full development lifecycle for modernization projects.
Collaborate with business analysts, developers, QA teams, and external federal partners.
Ensure compliance with federal requirements such as APD (Advance Planning Document) guidelines and security standards.
Provide technical oversight and coordination with third-party vendors.
Mentor business analysts and developers; promote adherence to architectural best practices.
Analyze requirements to produce user stories/use cases, workflow diagrams, and specifications.
Assist with test case design and process change requests; manage project scope through documented requirements.
Key Projects
SNAP/TANF Systems Integration: Align new development with federal performance and reporting requirements.
API Modernization & UAT: Lead testing and integration for third-party APIs.
ESSAM Economic Services System Application Modernization: Oversee modernization of eligibility and case management systems.
Desired Qualifications
Strong leadership and initiative.
Solid understanding of system engineering concepts, modeling techniques, and architectural methodologies.
Ability to work independently with minimal supervision.
Strong written and verbal communication skills across technical and non-technical audiences.
Ability to collaborate effectively with state IT teams and program stakeholders.
Required Skills
Bachelor's degree in Computer Science, Information Systems, or related field.
8+ years of experience in enterprise software architecture and project leadership.
8+ years of experience leading large-scale technical projects.
Preferred Skills
Familiarity with state or federal compliance requirements (e.g., NIST, FISMA).
Experience with human services systems (Child Welfare, SNAP, TANF, etc.).
Understanding of data privacy laws involving PII/PHI.
Prior experience working with public-sector agencies or government contracts.
