Position overview
OTI Cyber Command s Security Sciences division is seeking a Senior Project Manager (Project Manager Level 3) to lead complex, citywide cybersecurity initiatives and technology deployments. The role focuses on portfolio-level delivery of cybersecurity programs across multiple NYC agencies, aligning projects with Citywide Cybersecurity priorities.

Work location and schedule
  • Title: Security Sciences Senior Project Manager Project Manager Level 3
  • Location: 15 MetroTech Center (MTC), 16th Floor, Brooklyn, NY (Hybrid)
  • Schedule: 3 days onsite / 2 days remote per week (subject to change based on agency needs)
  • Hours: Monday Friday, 35 hours per week (mandatory unpaid meal break after 6 hours)
  • Duration: 1 year; 1,820 hours
Key responsibilities
  • Translate Cyber Command leadership s strategic vision into actionable, realistic implementation plans for citywide cybersecurity programs.
  • Support tracking and reporting of organizational objectives and portfolio performance.
  • Lead daily project and stand-up meetings in line with Security Sciences policies and practices.
  • Develop and maintain detailed project plans, schedules, and milestones to monitor and track progress.
  • Manage Proof-of-Concept (PoC) efforts for new cybersecurity and infrastructure technologies, either as stand-alone projects or within larger programs.
  • Perform ongoing risk assessments and cost benefit analyses; identify and resolve issues that may impact scope, schedule, or budget.
  • Coordinate and manage end-to-end delivery of cybersecurity services or products to internal customer agencies.
  • Oversee vendor and contractor activities, including RFI/RFP input, vendor selection, work-plan development, budget tracking, and issue escalation.
  • Provide weekly status reports, metrics, and dashboards to leadership and key stakeholders.
  • Liaise with legal, contracting, finance, communications, and technical teams to ensure multi-functional alignment.
  • Build and maintain strong professional relationships with agency contacts, external partners, and information-sharing entities.

Required qualifications

Candidates who do not meet all mandatory requirements will not be considered.
  • Minimum 8 years of experience managing technical projects in complex environments.
  • Minimum 1 year of hands-on Agile project or program management experience (e.g., Scrum/Kanban).
  • Minimum 1 year of experience managing DMARC implementation projects or programs.
  • Minimum 1 year of experience managing enterprise email security projects/programs (e.g., secure email gateways, phishing controls, advanced email threat protection).
  • Minimum 1 year of experience managing projects related to network intelligence and network security monitoring.
  • Bachelor s degree in Computer Science, Cybersecurity, Information Systems Management, Business Administration, or closely related field (or significant coursework in these areas).
  • Prior experience working with local, state, or federal government entities (agency, contractor, or vendor role).
  • Experience using modern project and work-tracking tools such as Jira, Salesforce, ServiceNow, or similar platforms to manage technical projects.

Preferred qualifications
  • Exceptional written and verbal communication skills, including the ability to communicate complex technical topics to non-technical stakeholders.
  • Industry-recognized project management certifications (e.g., PMP, CSM, CSP-SM).
  • Industry-recognized cybersecurity certifications (e.g., Security+, CISM, CISSP, GIAC).

  • Interview process will include a remote, on-camera interview and a secondary in-person interview.
  • Degree(s) and certification(s) will be verified prior to onboarding.
  • Background check required; any red flags will be reviewed with the hiring team.
  • Ability to provide occasional support outside core business hours to support a 24/7/365 operation.
