Business Unit Overview:
The mission of the Information and Technology Solutions (ITS) Vice Presidential Unit (VPU) is to leverage information and technology as a force multiplier to accelerate, deepen, and sustain development impact. Our vision is to harness information and technology for a world free of poverty on a livable planet.
Duties and Responsibilities:
We are seeking an Advisor to the World Bank Group Chief Information Officer (CIO) and Vice President of Information and Technology Solutions (ITSVP). This role is responsible for supporting the successful implementation of the WBG Digital Transformation Strategy by overseeing the following core responsibilities: (i) advisory and strategic planning, (ii) business and stakeholder engagement, and (iii) front office management and ITS culture.
The Advisor will report to the WBG CIO and ITSVP. Below is a summary of the expected duties and accountabilities, among others:
Advisory and Strategic Planning
CIO Advisory and Strategic Planning: Provide strategic advice and support to the CIO, working closely with the ITS Business Administration Department (ITSBA) to implement strategic plans and initiatives. Develop and lead the execution of the CIO's strategic engagements and relationship building with leadership and key internal and external stakeholders. Strategically maximize the productivity and effectiveness of the CIO's engagements. Work closely with the External and Corporate Relations (ECR) VPU's ITS Lead to plan and ensure the CIO's presence and participation in key initiatives and strategically designate ITS representatives to accompany and support CIO as needed. Have a strong understanding of WBG, key stakeholders and ability to navigate political economy as needed.
ITS Leadership Team Participation and Strategic Planning: Serve on the ITS Leadership Team (ITSLT). Engage and collaborate with other members of the ITSLT and internal stakeholders to identify, plan, and execute strategic initiatives that align with organizational goals. Build and maintain internal partnerships to support the development and implementation of initiatives and projects. Develop and implement strategies to maximize the productivity and effectiveness of ITSLT meetings and initiatives, ensuring allocation of time and focus to high-priority matters. Participate in and promote ITS-wide cross-cutting activities. Oversee and guide the ITSVP FO coordination and tracking of ITSLT-related requests, tasks and activities. Set the pace and urgency with ITSLT through process design, governance and modeling.
One WBG Advisory: Provide strategic advice to CIO and ITSLT on consolidating and streamlining functions across WBG institutions, in line with One WBG objectives. Offer guidance on WBG protocols, procedures, priorities and initiatives to CIO, ITS LT and the ITSVP Front Office to ensure compliance and alignment with organizational standards and direction.
Business and Stakeholder Engagement
Senior Leadership and Executive Board Strategic Planning: Strategize, design and plan engagements with the Senior Leadership Team (SLT), Executive Directors (ED), Matrix Vice Presidents (MVP) and other governing bodies, ensuring alignment with key priorities and division of related internal accountabilities. In collaboration with ECR Lead, manage and facilitate SLT engagements, including coordination and execution of follow-ups by the ITSVP FO.
WBG Business Engagement Liaison: Serve as the ITSVP FO primary point of contact for senior business partners across WBG, fostering strong relationships and collaboration. Provide support to business partners in the Budget, Performance, and Strategy (BPS), Human Resources (HR), and ECR VPUs. Oversee and guide coordination by the ITSVP FO with WBG units.
Cross-VPU Initiatives Oversight: Oversee select cross-VPU and WBG-wide initiatives, as requested. Engage with the Digital and HR VPUs to support and align digital transformation and HR initiatives.
External Partnerships Strategic Planning: Lead on partnerships for the CIO and ITSVP with external parties and stakeholders, including with other IFIs, the United Nations system, the private sector, etc. to facilitate collaboration and knowledge exchange.
Front Office Management and ITS Culture
Management of Daily Operations: Oversee and manage the daily operations of the ITSVP Front Office (ITSVP FO) to ensure information sharing, collaboration, and division and coverage of accountabilities. Design, implement and continuously improve processes to maximize flow across the FO and the greater ITS VPU. Provide leadership to the ITSVP FO and support team members in meeting development and career goals. Ensure that the unit works within its assigned resource envelope.
First Team Environment: Foster a collaborative and supportive team environment among the ITS LT and among the ITSVP FO, in which all members of each team are encouraged to work together toward common goals. Model, disseminate and encourage the adoption of best practices among both teams.
Set Tone for ITS Culture through Example: Lead by example to contribute toward establishing and promoting a positive and inclusive culture within the ITS VPU, aligning with organizational values and objectives. Exemplify this culture among the ITSVP FO team.
Set Pace of ITS through Example: Lead by example to establish and maintain a high-performance culture within the ITS VPU. Model and exemplify a sense of urgency among the ITSVP FO team.
Awareness and Cascade of Technology Trends: Stay informed about emerging technology trends, assess their relevance to current ITS and WBG priorities, and communicate important updates as necessary. Exemplify the use of technology as a force multiplier among the ITSVP FO team.
Selection Criteria
Master's degree with 10+ years relevant experience.
Strong organizational skills and business judgment with ability to multi-task and focus on details while maintaining a clear sense of priorities.
Demonstrated ability of working with sensitive and confidential information.
Demonstrated ability to keep up with technology trends and continuously update job-related skills
Ability to distinguish between what is and is not critical, and to balance both strategic and short-term issues. A track record of delivering results under urgent timetables with constrained resources.
Outstanding interpersonal and leadership skills, with a team player attitude and a proven track record of working effectively in a multicultural team with staff of all levels and in building common goals in teams with diverse views.
Proven ability to interact effectively with corporate and external counterparts, including senior personnel such as Directors and Vice Presidents. Superior written and oral communication skills with ability to convey complex messages succinctly and diplomatically.
Demonstrated ability to adapt to changing corporate objectives in a dynamic enterprise setting and marketplace.
Excellent verbal and written English language skills.
Highest personal and professional integrity as demonstrated through strong personal values, as well as consistent words and actions.
Strong partnership building skills to connect with various stakeholders to create opportunities to collaborate, co-create and innovate.
Experience working across different teams in the WBG is preferred, demonstrating strong familiarity with WBG culture, operations, and norms.
Familiarity with Agile ways of working and, if not already certified, commitment to earn certification within the first year of taking the position.
