Job Summary
The Client is seeking an experienced Senior Systems Analyst to support business systems, UAT validations, and data analysis initiatives across multiple social service programs. This role is responsible for validating system changes, supporting production incidents, coordinating with vendors and state partners, and ensuring data accuracy and compliance with state and federal requirements.

The analyst will serve as a key liaison between business users, program administrators, operations teams, and technical vendors. This position reports directly to the Lead Analyst / Chief (Human Services Policy and Systems Specialist) and requires regular collaboration with program leads across DHS.
Key Responsibilities
  • Perform User Acceptance Testing (UAT) validations for change requests and production incidents
  • Coordinate UAT activities with vendors, Tier-II teams, and external partners
  • Validate data scripts and review system notices in live environments to ensure quality and compliance
  • Support hotline teams by fulfilling data requests and investigating live cases
  • Monitor, track, and manage incident tickets to ensure timely resolution from a business perspective
  • Coordinate with operations teams to review live cases and recommend corrections to ensure accurate and timely benefit issuance
  • Validate Key Performance Indicators (KPIs) and automate standard data queries using SQL
  • Perform ad hoc data analysis and internal quality control validations
  • Support program administration teams with data analysis, documentation, and demonstrations for federal agencies
  • Prepare system documentation and present application changes to state leadership and federal stakeholders as required
  • Coordinate and facilitate system design sessions
  • Gather, analyze, and document functional and process requirements
  • Translate DHS program policies and business needs into detailed, testable system requirements
  • Act as a liaison between DHS programs (SNAP, RIW, CCAP, CCRU, LTSS, etc.) and system vendors
  • Provide weekly and ad-hoc status reports to the Lead Analyst
Required Qualifications
  • 8 10+ years of experience in systems analysis, UAT, testing, and business requirements documentation
  • Strong experience executing and coordinating UAT test design and test case execution
  • Proven ability to work independently with Integrated Eligibility Systems (IES) with minimal supervision
  • Strong experience gathering, documenting, and validating functional and process workflow requirements
  • Hands-on expertise using SQL to generate reports, validate data, and automate test scripts on large datasets
  • Experience validating KPIs and data quality metrics
  • Ability to translate business and policy requirements into reusable, verifiable SQL queries
  • Experience supporting field operations and hotline teams
  • Strong documentation skills for system changes, testing results, and process flows
  • Experience working with multiple vendors and state agencies on system integrations and data validation
  • Ability to identify issues, analyze root causes, and propose effective solutions
  • Excellent verbal and written communication skills
  • Ability to explain complex technical concepts to both technical and non-technical stakeholders
Technical & Methodology Skills
  • Experience with UML, RUP, and use-case/process flow modeling strongly preferred
  • Experience and/or certification in application delivery methodologies strongly preferred
  • Experience designing eligibility-related software applications
  • Experience in business process analysis, including use cases, process flows, and gap analysis
  • Familiarity with test automation and validation frameworks
  • Experience with data visualization and reporting tools (e.g., Tableau preferred)
Domain Experience (Highly Preferred)
  • 5+ years of experience working with social service programs such as:
    • SNAP
    • TANF
    • RIW
    • CCAP
    • SSP
    • Child Support
    • LTSS
    • Medicaid
  • Strong understanding of social services business processes and policy-driven systems

Education
  • Bachelor s degree or higher preferred.
