- Description
This Statement of Work (SOW) reflects the services to be provided by the Contracting Company, hereinafter referred to as the Contractor , for the Los Rios Community College District (LRCCD) Department of Information Technology, hereinafter referred to as DOIT .
Under the direction of the DOIT Director of Service Delivery, the Contractor shall provide organizational change management (OCM) services to the LRCCD to support the adoption and utilization of new and enhanced technologies. This includes development of strategies, plans, and practices for communicating and interacting with impacted faculty, staff, and students, to drive a culture of adaptability and reduce resistance. The Contractor will perform the comprehensive planning, execution, and evaluation of change efforts to navigate challenges, seize opportunities, and achieve its long-term goals.
The contract will be time and materials with monthly invoicing based on billable hours detailed in bi-weekly status reports.
- Term
The term of this contract will end on June 30, 2026, with the option to extend on an annual basis.
- Key Tasks and Responsibilities
The Contractor shall:
- Work collaboratively with Project Sponsors (and stakeholders from the District Office and colleges) on complex enterprise technology implementations to develop OCM strategies and plans to transition staff from their current state to the desired future state.
- Participate in project planning and develop schedules to ensure all OCM activities are accurately captured.
- Create all OCM documents needed for the support of the LRCCD project(s) and to meet any reporting requirements.
- Develop comprehensive Change Management Plans to outline the change strategy, timelines, and resources required that align with project goals.
- Develop materials related to communications, including emails, presentations, and newsletters, to ensure all stakeholders are informed and engaged.
- Evaluate the current organizational structure, processes, and culture related to change initiatives.
- Identify and analyze key stakeholders affected by the change.
- Evaluate the readiness of the institution for the proposed changes.
- Assess the impact of proposed changes on various departments and personnel.
- Identify potential resistance and develop strategies to address it.
- Identify potential risks associated with the change initiatives and develop mitigation strategies to minimize impact to user adoption and system utilization.
- Support the design and delivery of training to support staff through the transition.
- Establish metrics to measure the success of change initiatives.
- Implement a system to gather and analyze feedback from stakeholders throughout the change process.
- Continuously monitor the progress of change initiatives and evaluate their impact.
- Facilitate improved collaboration across departments to support change initiatives.
- Coach and mentor project teams to ensure project communication practices are effective.
- Conduct workshops to educate staff and faculty on change management principles and practices.
- Knowledge, Skills, and Abilities
The Contractor must possess the following skills and abilities to perform the essential functions of the position:
- Mastery of OCM concepts, principles, practices, and processes.
- Understanding of the IT project lifecycle.
- Possession of OCM certification from an industry recognized institution.
- Ability to facilitate collaboration amongst various stakeholder groups and produce detailed artifacts independently, including management plans, schedules, and marketing collateral.
- Extensive experience in developing and implementing OCM strategies for a diverse, changing, and highly political program.
- Experience delivering in a Higher Education environment.
- Excellent written and oral communication skills.
- Ability to utilize diplomacy, tact, and professionalism when working with stakeholders.
- Ability to evaluate situations from multiple perspectives (customers, stakeholders, vendors, best practices) to manage work effectively.
- Ability to exercise good judgment and make timely and effective decisions.
- Ability to consistently exercise a high degree of initiative, independence, and originality in performing assigned tasks.
- Ability to multi-task and manage several complex projects concurrently with rapid response times.
- Ability to constantly re-prioritize work based on severity of issues and impact of solution.

- Proficient in the Microsoft Office suite (including Outlook, Excel, Project, PowerPoint, and Visio) and Teams.
