ASSYST is seeking a qualified IT Business Planning Manager for our client in Tallahassee, Florida.
The IT Business Planning Manager is responsible for aligning the planned technology environment with strategic direction, while effectively supporting the business office needs. This role is pivotal in facilitating collaboration between IT and business leadership to ensure that technology initiatives are fully aligned with organizational objectives and strategies.

Responsibilities:
- Ensure the planned technology environment aligns with the department's strategic direction and meets business office needs.
- Actively engage with leadership to understand business strategies, goals, and objectives.
- Analyze how current and proposed technologies support business goals and evaluate the risks of new proposals.
- Utilize expertise in resource and demand management, business intelligence, and data management tools.
- Coordinate large or cross-functional high-complexity projects with significant enterprise impact.
- Develop and maintain strong relationships with business office staff.
- Provide strategic consulting, guidance, and research for key IT initiatives, programs, and projects.
- Gather and document IT business strategy goals and objectives as requirements.
- Support project managers and business analysts in performing gap analyses between current technology and future needs.
- Prioritize integration of technologies in line with strategic business direction.
- Identify technology improvement areas and plan transition to new processes using performance measures.
- Serve as the strategic liaison with business offices for strategy development, solution discovery, service and risk management, and relationship management.
- Apply subject matter expertise and best practices to recommend changes to complex business processes.
- Assist in business process redesign and documentation efforts.
- Collaborate with functional and enterprise support teams during system assessments.
- Develop business cases, feasibility studies, proofs of concept, and product evaluations.
- Facilitate strategic and technology planning sessions.
- Evaluate and summarize complex data for both executive and detailed stakeholder review.
- Provide support to Transportation Technology and to the department leadership as needed.
Requirements:
- Bachelor s degree in Computer Science, Information Systems, Business Administration, or a financial-related field.
- Scrum Master certification highly preferred.
- Minimum seven years of IT and business work experience across various technical environments and business domains.
- Proven experience managing teams involved in strategic planning, infrastructure, or operational support especially in public sector technology organizations.
- Familiarity with transportation technology operations.
- Expertise in strategic planning, tactical execution, project and process management, gap analysis, solutioning, communication planning, and change management.
- Experience integrating IT solutions with business process improvements.
- Skilled in creating complete, legible functional documentation, technical documentation capturing business processes and application inputs/outputs.
- Ability to thoroughly define and analyze workflows and identify process inefficiencies or gaps in functionality.
- Experience working with project teams and users to document requirements for system maintenance and development, including technical overviews and context diagrams.
- Must have solid understanding of relational database theories and concepts.
- Experience testing complex applications and validating requirement fulfillment.
- Accurate in estimating timeframes for requirements analysis and programming tasks in maintenance environments.
- Skilled in effectively communicating technical details both verbally and in writing.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, Visio, and Power BI.
- Experience working on complex technology solutions.
- Knowledge of project management practices and Agile methodologies.
- Understanding of accounting principles.
- Familiarity with Rules 60GG-1 through 5, F.A.C.
