Job Description

ECS is seeking a Technical Services Manager to work in our Arlington, VA office. Please Note: This position is contingent upon contract award.

The Technical Services Manager is responsible for the oversight, management, and optimization of all technology infrastructure services supporting a premier law enforcement agency. This leader ensures the reliability, performance, and security of the agency's cloud and on-premises infrastructure, including servers, networks, databases, storage, and telecommunications. The Technical Services Manager acts as a bridge between technical infrastructure and business applications, ensuring seamless service delivery and alignment with organizational goals.

Key Responsibilities
  • Infrastructure Management & Oversight:
    • Oversee the design, deployment, and maintenance of IT infrastructure, including cloud platforms, servers, storage, networks, databases, and telecommunications systems.
    • Ensure high availability, scalability, and performance of infrastructure services to support mission-critical operations.
    • Lead modernization and optimization initiatives for multi-cloud environments, network architecture, and mobility services.
  • Technical Leadership:
    • Provide expert guidance on infrastructure best practices, security standards, and compliance with federal and agency policies.
    • Manage disaster recovery, business continuity, and backup strategies for all infrastructure components.
    • Oversee cross-cloud migrations, platform upgrades, and integration of emerging technologies.
  • Team & Resource Management:
    • Supervise and mentor technical teams, including engineers and support staff, to ensure effective service delivery.
    • Assign tasks, monitor performance, and foster professional development within the infrastructure team.
    • Coordinate with other LOB managers and stakeholders to align infrastructure initiatives with agency objectives.
  • Quality Assurance & Compliance:
    • Ensure all infrastructure services meet or exceed key performance indicators (KPIs) and quality standards.
    • Maintain compliance with regulatory requirements, such as NIST, FISMA, and DOJ/agency-specific policies.
    • Oversee asset management, configuration management, and adherence to lifecycle management best practices.
  • Continuous Improvement & Reporting:
    • Identify opportunities for automation, cost optimization, and process improvements within the infrastructure domain.
    • Develop and maintain infrastructure documentation, diagrams, and performance reports.
    • Prepare and present regular status updates and performance metrics to senior leadership and government stakeholders.


Required Skills

  • Education:
    • Bachelor's degree in IT, Computer Science, Information Systems, Management, or a related field at time of proposal submission.
  • Experience:
    • Minimum of six (6) years of recent experience providing program management for infrastructure services similar to the work described, including compliance with industry best practices.
    • Direct, relevant experience within the last two years.

This position is contingent upon contract award and requires a proactive leader with a proven track record in infrastructure management, cloud technologies, and team leadership for a premier law enforcement agency.

    • Current Project Management Certification (e.g., PMI PMP Certification).
