Position Overview

Innosoft Corporation is seeking a Business Analyst to support the CDC Cloud Architecture & Optimization Services (CAOS) program. The Business Analyst will serve as a key liaison between stakeholders and technical teams, gathering and documenting requirements, defining future-state capabilities, and streamlining customer intake and migration processes. This role will focus on analyzing application readiness for cloud adoption, facilitating smooth onboarding to CDC Landing Zones, and ensuring clear communication, cost analysis, and process documentation that support efficient and effective cloud modernization efforts.



Key Responsibilities


  • Assess current application functionalities and data sources, and analyze how cloud technologies impact users and mission owners.
  • Define and document future?state capabilities with each application owner.
  • Set up standardized customer intake and project visibility processes (communications, reporting, and tools), including ROI analysis for migration complexity, urgency, and impact.
  • Develop and manage content for a customer?facing site; coordinate communications that help application owners prepare for migration to CDC Landing Zones and track in?flight migrations.
  • Register applications and maintain a prioritized migration queue; follow through with customers to enable a smooth resource ramp?up and migration execution.
  • Perform cost analysis and estimate labor and licenses/subscriptions for new solutions and cloud environments; support optimization, charge?back analysis and execution, and migration execution.
  • Support CSP vendor?management activities (SLA tracking and conflict resolution) and maintain agreements for:

o Account Management

o License Management

o Vendor Tier Support

  • Create and maintain the CDC Platform Services Service Catalog to offer managed and self?service access to hosting, modernization support, CSP license acquisition, and CSP platform/service adoption guidance.
  • Contribute to the Strategic Plan and Product Roadmap (6?, 12?, 24?month views) by documenting services, processes, technologies, and end?user capabilities.
  • Help evolve CDC?s cloud business processes (onboarding/operations) and provide consultative support to determine the most appropriate and cost?effective CSP for given applications or systems.
  • Coordinate with upstream and downstream IT/Security teams to maximize automation across onboarding, migration, and operations, aligning with relevant CDC policy and mission organizations.
  • Act as a liaison to CSP vendors to relay recommendations that improve enterprise efficiency as part of continuous service improvement for cloud.
  • Promote a unified customer experience through continuous assessment, collaboration, monitoring, and agility for seamless onboarding and migration.


Required Qualifications

  • Bachelor?s degree in business, information systems, computer science, or related field (or four additional years of relevant experience in lieu of degree).
  • Minimum 5 years? experience as a business analyst in IT or cloud-related projects.
  • Proven ability to gather, document, and manage business and technical requirements from multiple stakeholders.
  • Strong analytical skills with experience performing ROI and cost-benefit analyses.
  • Experience with cloud platforms such as AWS or Azure, and familiarity with cloud service models and migration concepts.
  • Excellent written and verbal communication skills, with ability to create clear process documentation and reports.
  • Ability to work effectively with cross-functional teams in a remote and hybrid environment.


Preferred Qualifications

  • Experience working on federal IT modernization projects, preferably in healthcare or public health domains.
  • Familiarity with CDC, HHS, or similar federal agency processes and compliance requirements.
  • Exposure to CSP vendor management, service catalogs, or product roadmaps.
  • Agile/Scrum certification (e.g., Certified Scrum Master, SAFe) or equivalent practical experience in Agile delivery environments.
  • Working knowledge of cloud automation, onboarding, and migration tools.


Work Location

  • Primarily remote with potential travel to CDC?s Chamblee Campus in Atlanta, GA, or other approved locations as required.
