Reporting to the Associate Vice Provost and University Registrar, we are seeking an Associate Registrar, Student Systems and Technology, will provide critical leadership to the Office of the University Registrar (OUR). This position will serve as the primary liaison between OUR and various technology teams across the university including but not limited to Johns Hopkins University Information Systems (UIS) and divisional technical teams. The Associate University Registrar, Student Systems and Technology will be the key technical and functional leader for systems configuration, maintenance, enhancements, integrations and the expert on all functions of the Registrar s office including protection and integrity of the student records, institutional needs, data stewardship, technical enhancements and any system concerns (systems related to student data).

The position will provide technology solutions leadership for all OUR projects by defining business requirements, articulating current and future state, translating functional aspects to technical requirements and vice versa; ensuring that work is prioritized by business value and in alignment with the overarching business and technical strategies; ensuring clear and defined acceptance criteria needed to execute relevant and meaningful test cases; ensuring clear communication of the problem definition, requirements, analysis and user stories to the appropriate stakeholders, and assists with the triage of production-related issues identified by business or technology partners.

Specific Duties & Responsibilities

Data Management, Analysis, and Support of Operations

  • Advises the University Registrar and senior-level constituents on evolving new technologies to improve student, staff, and faculty experience and all aspects of data management, student records maintenance, technology enhancement, and the implementation of new initiatives that involve technology.
  • Collaborate with OUR leadership, leadership in the Student Enrollment and Account Management (SEAM), and divisional director of records to identify needs pertaining to student systems and academic records, and ensure that these needs are supported by modern technological solutions.
  • Serve as a central student systems point of contact for divisional records/registrar offices and act as a liaison between the divisional records/registrar offices and technology teams across the university.
  • Effectively manage the OUR s involvement in multiple workstreams, including Jira and ServiceNow; evaluate requests for bug fixes, enhancements, and new projects from a One-University perspective; manage evolving prioritization of student systems enhancements and projects.
  • Supervise two full-time Data and Technology Analysts that support technology projects, systems configurations, and data recording needs cross-functionally within the OUR.
  • Apply a lean-agile mindset to work and support organizational agility.

Technology Development/Enhancement

  • Oversee implementation of new solutions in the functional area. Includes supporting the development of supporting materials and training staff members on new processes and systems.
  • Using a continuous improvement mindset and prioritizing organizational agility, lead efforts to enhance/improve student systems as needed; participate in maintenance, development, and testing phases of student information system (SIS) and other software as needed; identify relevant subject matter (SME) experts as needed to ensure the success of system enhancements and projects.
  • Facilitate customer demands; lead discussions with partner offices and other stakeholders and approach their needs from one university perspective. Review and analyze all impacts for each potential solution.
  • Oversee project elements including clear articulation of the current state; definition of business process requirements; communication of problem analysis and user stories to appropriate individuals; prioritization of work in alignment with overarching functional and technical strategic initiatives; management of project dependencies; development of clear and defined acceptance criteria needed to execute relevant and meaningful testing; assistance with triage of production-related issues; and creation and maintenance of documentation and training materials.
  • Work closely with a variety of internal and external business partners to ensure that all business requirements are understood, documented, and met.
  • Elicit, define, and document business process needs for new, existing, and/or enhanced products, services, or optimized business processes.
  • Partner with vendors and UIS in the exploration, selection, and implementation of new software solutions and service contracts.
  • Work independently with domain experts on low to medium-complexity work to ensure clarity of the problem/opportunity.
  • Manage business and functional requirements for new business solutions.
  • In partnership with the divisional records team and functional SMEs, develop test cases and perform and coordinate user-acceptance testing for all technology projects lead by OUR.
  • Identify system/process/data impacts (upstream and downstream) and propose appropriate alternatives/remediation.
  • Identify impacts across teams and coordinate to manage dependencies and potentially competing priorities.
  • Assist with the triage of production-related issues.

  • Detailed understanding of different phases of the software development life cycle with the ability to develop test cases and oversee user-acceptance testing.
  • Demonstrated initiative, judgment, confidentiality, and discretion when dealing with sensitive issues.
  • Demonstrated functional knowledge of best practices in Registrar's Office functions, including data management and analysis, student information systems, FERPA and other compliance-related mandates, training and documentation, project management, and staff supervision.
  • Ability to manage long-term, high-visibility projects with attention to detail, excellent communication with high-level constituents, and management of complex technical issues with technical teams as needed.
  • Ability to lead effectively and work independently while maintaining close contact at all times with the University Registrar.
  • Demonstrated ability to work with and facilitate effective communication between constituents at all organizational levels with varying degrees of technical knowledge.
  • Ability to work effectively as a member of a team within the Office of the Registrar while maintaining independent responsibility for a variety of projects and initiatives.

Technical Qualifications or Specialized Certifications:

  • Project Management Professional (PMP) or Lean Sigma certification is highly desired.


Minimum Qualifications

  • Bachelor s Degree required.
  • Six years of related work experience with computer systems and applications.
  • Additional education may substitute for required experience and additional experience may substitute for required education, as permitted by the JHU equivalency formula.


Preferred Qualifications

  • Master s Degree preferred.
  • Functional experience with OnBase or other document imaging software is strongly preferred.
  • Experience with relational databases and structured query language (SQL).
