Location: Hybrid - Miami, FL

- Must reside in South Florida
- Candidates outside South Florida will not be considered

Position Overview
This position is within the Information Technology Department of a large, complex local government organization. The role supports the implementation of a complex, large-scale vendor application. The Technical Business Analyst will work alongside a diverse technical team supporting County Departments and external vendors through analysis, design, testing, and implementation activities.
Required Experience
- Experience working with complex IT software projects in large organizations
- Experience using Waterfall and Agile methodologies
- Strong experience in business process analysis, including understanding, documenting, and mapping current business processes
- Experience gathering business requirements and creating use cases
- Experience leading and facilitating requirements gathering sessions with business users and technical staff
- Business analysis experience in complex implementation and integrated software solutions
- Experience developing test plans, scenarios, test cases, and test data
- Experience executing testing including unit testing, integration testing, and user acceptance testing
- Experience assisting end users and testers during testing
- Experience developing training materials and user documentation
- Proficient written and verbal communication skills
- Integration design experience working with architects and developers to design workflows between modern platforms and legacy systems
- Experience with data cleansing, normalization, and transformation logic
- Extensive hands-on SQL experience, including:
- Writing complex queries with joins, subqueries, aggregations, and window functions
- Data validation, profiling, and reconciliation
- Supporting data analysis, reporting, and troubleshooting
- Experience with data migration strategies, including source-to-target mapping, transformation logic, and data validation
Duties and Responsibilities
- Work with development teams to translate business requirements into user stories, technical specifications, and system designs
- Collaborate with technical teams to design solutions aligned with business goals
- Conduct interviews, workshops, and meetings to elicit requirements
- Analyze existing business processes and identify improvement opportunities
- Conduct system testing including functional, integration, and user acceptance testing
- Assist with test planning, test case creation, and test execution
- Collaborate with technical resources, stakeholders, and end users to ensure requirements and quality standards are met
- Assist with change management activities including impact assessments, training material development, and end-user support
- Facilitate communication between business stakeholders, technical teams, and project managers
- Provide project updates, status reports, and presentations
- Translate business needs into technical requirements, user stories, and acceptance criteria
- Create data flow diagrams, system interface specifications, and technical documentation
- Collaborate with architects and developers on system integration and architecture
- Define and document APIs, data mappings, and integration points
- Analyze structured and unstructured data using SQL
- Support data modeling, including entity-relationship diagrams and normalization.
