Job Details
The Project Control Analyst is a member of the C-HIT financial support team and works directly with corporate and project leadership; creating and maintaining a project's budget and schedule, analyzing financial progress reported; and recommending actions to improve financial progress. To ensure accurate and timely documentation and reporting on a consistent basis, the Financial/Pricing Analyst is incorporated as part of the overall finance team, to utilize other content experts and create greater consistency and efficiency among. Candidates should have a background in financial analysis, reporting, and forecasting at minimum of 5+ Years.
Key Job Elements:
Project Control
- Perform various financial analyses, such as reconciliations, variance analysis, and forecasting.
- Review and report financial performance of contracts to ensure compliance and accurate reporting. This would include calculating and reviewing contract revenue and profit on a monthly basis.
- Partner with the accounting group to review client invoices to ensure compliance with contractual requirements.
- Ensure compliance with applicable policies, procedures, Federal regulations and guidelines, and contractual requirements.
- Monitor Labor, Subcontractor, ODC, Material costing across projects including internal reporting, and PO commitments on a monthly basis.
- Responsible for direct cost accruals on a monthly basis.
- Provide metrics for monthly project presentations. These monthly metrics include reporting on resource utilization, revenue, profit, cost, and workshare for various periods.
- Serve as a conduit between Program Management, Earned Value Management, HR, and accounting groups as needed to ensure timely responses to ad hoc reports/issue.
Pricing:
- Review and interpret Government solicitations related to any price related elements.
- Partner with Business Development and Executive Leadership group to create price-to-win targets and strategies.
- Responsible for the creation of compliant business and price proposals in accordance with Government regulations and internal policies.
- Work with solutioning team to baseline resources requirements staffing, subcontracting, and other direct costs (ODCs).
- Work with Procurement group to coordinate any quotations
- Work with external vendors and partners to negotiate price targets based on price-to-win strategies.
- Responsible for briefing Executive leadership of all business and price strategies, risks, and opportunities.
- Responsible for briefing Project Control group of all business and price strategies, risks, and opportunities.
Requirements:
- Working knowledge of Federal Acquisition Regulations (FAR).
- 3+ Years of experience in Pricing and Project Control roles in Government contracting business environment.
- Advanced skills in the Microsoft Office Suite including Word, Excel, PowerPoint, Project.
- Bachelor's degree in accounting, business, finance, or another business-related field.
- Ability to communicate clearly, advanced written and oral communication skills.
- Must be able to work in a high volume/fast paced environment and handle multiple tasks.
- 5+ Years of experience summarizing reports and producing management reports.
- Exceptional attention to detail and adherence to deadlines
Preferred Qualifications:
- Deltek Costpoint experience
- IBM Cognos and/or SQL experience
- Earned Value Management experience
- Experience with compliance with Generally Accepted Accounting Principles (GAAP)
- Background in supporting Government IT contracts
