Overview
The client is seeking an experienced Independent Senior IT Consultant to provide strategic advisory, governance oversight, and independent assessments across IT, legal, compliance, and operational domains. This role requires a highly seasoned consultant capable of delivering objective, fact-based evaluations that support executive decision-making, regulatory compliance, and long-term modernization goals.

The ideal candidate will bring deep consulting experience, strong governance expertise, and the ability to translate complex technical findings into actionable business and policy recommendations.

Key Responsibilities
1. Governance and Accountability
Ensure IT practices align with internal policies, governance frameworks, and regulatory requirements

Provide independent, third-party validation for senior leadership and executive stakeholders

Reduce conflicts of interest through objective, fact-based assessments

Support transparent and defensible decision-making

1.Legal and Regulatory Risk Reduction Identify compliance gaps related to state and federal regulations, data protection, and cybersecurity

Reduce exposure to fines, sanctions, litigation, and enforcement actions (including Department of Labor oversight)

Ensure IT controls support legal obligations such as data retention and breach notification

1.Policy Evaluation and Effectiveness Assess whether IT policies are:

Legally sound

Current with state and federal laws and standards

Properly implemented and consistently enforced

Identify gaps between documented policies and real-world IT practices

1.Executive Decision Support Deliver clear, unbiased insights to support strategic leadership decisions

Translate technical findings into business, legal, and policy implications

Prioritize remediation based on business, legal, and compliance risk—not just technical severity

Identify opportunities to improve organizational effectiveness through IT best practices

1.Cost Optimization and Operational Efficiency Prevent costly post-incident remediation and regulatory penalties

Identify redundant, outdated, or non-compliant systems

Align IT investments with legal, compliance, and policy priorities

Drive mid- to long-term efficiency improvements

1.Strategic Roadmap Development Deliver a clear, prioritized roadmap covering:

Technical controls

Policy updates

Legal and regulatory compliance

Facilitate coordination across IT, legal, compliance, and risk management teams

Required Qualifications
Technical and Domain Expertise
Deep knowledge of IT, finance, and HR systems and processes

Strong understanding of industry best practices and regulatory frameworks

Familiarity with Mississippi public sector IT environments

Proven ability to analyze complex problems and design practical, scalable solutions

Analytical and Problem-Solving Skills
Advanced data analysis and critical thinking capabilities

Ability to identify root causes across business, technical, and legal domains

Experience developing clear, actionable recommendations

Communication and Stakeholder Management
Excellent written and verbal communication skills

Strong reporting, documentation, and presentation capabilities

Proven relationship-building, negotiation, and conflict-resolution skills

Project and Engagement Management
Experience planning and delivering consulting engagements

Strong time management and prioritization skills

Proactive risk identification and mitigation

Business and Commercial Acumen
Proposal development and contract negotiation experience

Budgeting, pricing, financial analysis, and forecasting expertise

Independence and Accountability
Ability to work autonomously with minimal supervision

Strong organizational and decision-making skills

Full ownership of deliverables and outcomes

Preferred Qualifications (Not Required)
Bachelor’s or Master’s degree

10+ years with a large management consulting firm

10+ years delivering consulting or advisory services

10+ years in an IT oversight or assessment role

5+ years working with Mississippi state agencies

Experience working with the Department of Labor
