Job Summary
The Vice President of Data Analytics and Services will report to the Chief Financial Officer and will provide strategic, architectural and operational leadership for TriWest's enterprise data function. This leader will oversee the development and execution of data acquisition; integration; use of operational application and analytics data solutions; database design, development, and administration; and their associated processes and role they play as part of the enterprise data architecture. This role manages teams of data architects, data integrators, data developers, and data infrastructure engineers. The Vice President of Data Analytics and Services is responsible for providing strategic direction for data related systems, development, and analytics-related use cases, as well as functional oversight of day-to-day integration ensuring overall data quality and integrity is achieved in support of internal business and governmental reporting requirements. This leader will bring a modern architectural vision to the organization - defining the target-state architecture for the enterprise data ecosystem, enabling scalable data management practices, and ensuring interoperability across systems.
Education & Experience
Required:
Bachelor's degree in Business Analytics, Data Science, Mathematics, Computer Science, Information Systems, Financial Systems, or related fields of study
U.S. Citizenship
Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
10 years' relevant business data analytics, business intelligence, and data services experience
7 years' experience leading cross functional teams, building, and delivering advanced analytic projects including predictive data modeling
Demonstrable experience providing executive-level, strategic leadership for data-driven organizations
7 years' experience with complex SQL in SQL Server or Oracle environments
Experience in healthcare or health insurance organizations with relevant EDI processes
Experience with data oriented SDLC for ETL, reporting, or app development
Experience with enterprise-level metadata and data quality management solutions
Experience with business intelligence and analytic solutions such as Tableau
Track record of solving sophisticated data analytics problems at scale with outstanding business & technology results
Experience with Agile methodologies with a continuous improvement and minimum viable product mentality
Experience with the operation of data governance practices
Preferred:
Master's Degree in Business, Business Analytics, Data Science, Computer Science, Information Systems or related field
Experience with Tableau - including Tableau Server and Tableau Desktop
Experience with ground-up implementation of master data management solutions and processes for the enterprise
Experience with ground-up development of data governance practices for an organization and ensuring adoption through engagement of organizational leaders and stakeholders at all levels of the organization
Experience with the implementation and operation of EDIFCS for healthcare claims related X12 EDI datasets (835, 837, etc.)
Work history that includes strong technical skills regarding ETL, SQL, data manipulation, data migration, database tuning and / or database administration
Key Responsibilities
Demonstrate leadership in the guidance of data operations, data governance, and enterprise information management projects.
Set and communicate a clear enterprise data strategy and architectural vision aligned to business priorities and financial outcomes.
Define and implement an enterprise data operating model that ensures consistency and integrity for how services, reports, and analytics are delivered and supported across business data domains.
Support project management process through coordination of resource assignments to project initiatives and providing oversight and coaching in support of project delivery within specific scope, timeline, and budget.
Oversee the management of multiple information assets, including production system databases, data warehouses, data marts, and other data stores, employ strategies for data quality, integration, management, and governance for data assets.
Develops and implements business intelligence architecture plans, assessing cost and feasibility of system requests and ensuring that the plan supports both strategic needs and immediate / emerging tactical needs from the business.
Deliver analytical solution methodologies and capabilities to enable insight generation and reporting, such as identification and closure of data gaps, metrics and measurement methodology development, design and prototyping of reporting and data visualization solutions, and ad hoc analytic studies.
Define architecture for data and analytics considering both current and emerging technologies and trends.
Drive enterprise alignment on data architecture principles considering both current and emerging technologies and trends, ensuring consistency across platforms and minimizing fragmentation.
Define processes to support best practices for capturing and organizing structured and unstructured data across various sources and for analyzing data though in-depth statistical techniques to create best-in-class customer experiences and business insights which provide marketplace advantages and constant improvement in delivery.
Lead TriWest's enterprise data architecture modernization.
Work with business leaders to define KPIs and drive related performance and decisions through the use of data and predictive data models.
Collaborates with business unit leaders to define business requirements for new business information technologies.
Oversee the evolution of enterprise BI applications and reporting tools ensuring that decision makers have access to quality information in a timely fashion.
Serve as the leader of enterprise data governance forums, ensuring alignment with compliance, risk, and financial reporting needs.
Ensures best practices are established, communicated, and maintained.
Defines systematic approaches to measure and evaluate data quality.
Build an organization that creates a competitive advantage through attracting top talent, investing in career development, and developing management and leadership succession plans.
Accountable for crafting and delivering technical and product roadmaps and architectural standards for data related technologies through partnership with business stakeholders, as well as architecture, and engineering teams.
Partner with IT and with business leaders across the organization to develop, communicate, and own the execution of a unified strategy for analytic excellence including advanced analytics, predictive modeling, business reporting, enterprise data governance strategy, data security, and data integration.
Ensure that the organization is evaluating emerging/disruptive technologies and processes for data, data services, data warehousing, data analytics and cloud solutions.
Enable data usability, availability, and efficiency of analytics and reporting with regards to products, customers, operations, and markets.
Drive enterprise digital transformation, innovation, and cost efficiencies relative to data related technologies and teams , resulting in data-driven decision making throughout the organization.
Leverage sophisticated analytics and insights, provide thought-partnership and a deep customer centricity to guide business decisions and provide meaningful, actionable, data-driven opportunities and actions in alignment with business strategy.
