The Quality Assurance (QA) Manager is responsible for overseeing the quality management processes and ensuring the accuracy, consistency, and compliance of all deliverables across IT and cybersecurity assessment projects. This role plays a critical part in maintaining high standards of performance, aligning outputs with contractual requirements, and ensuring adherence to organizational quality frameworks and federal standards. The QA Manager works closely with program leadership, technical teams, and clients to implement and monitor quality assurance plans, track performance metrics, and drive continuous process improvement.
Key Responsibilities
- Quality Oversight: Develop, implement, and maintain a comprehensive Quality Management Plan (QMP) that ensures all project deliverables meet contractual, regulatory, and internal standards. 
- Process Compliance: Establish QA procedures aligned with industry best practices, such as PMBOK, ISO 9001, and NIST frameworks, ensuring consistent quality across assessment activities. 
- Review & Validation: Conduct detailed reviews of assessment reports, project documentation, and technical deliverables to verify accuracy, completeness, and compliance with performance requirements. 
- Performance Monitoring: Define and track quality performance indicators (KPIs) to evaluate adherence to scope, schedule, and quality objectives. 
- Audit & Assessment: Perform internal audits to ensure process compliance and identify areas for corrective or preventive action. 
- Continuous Improvement: Collaborate with project and technical teams to identify root causes of quality issues and implement process enhancements to improve efficiency and consistency. 
- Stakeholder Communication: Prepare and present quality reports to program leadership and government stakeholders, highlighting trends, risks, and recommendations. 
- Team Leadership: Train and mentor QA analysts and assessment staff on quality control procedures, documentation standards, and continuous improvement practices. 
Required Qualifications
- Bachelor s degree in Information Technology, Quality Management, Cybersecurity, or a related field. 
- Minimum of 7 10 years of experience in quality assurance, including at least 3 years managing QA functions in IT or cybersecurity projects. 
- Strong knowledge of quality management principles, process improvement, and performance measurement. 
- Experience supporting projects governed by federal cybersecurity standards (e.g., NIST CSF, NIST 800-53, RMF, FISMA). 
- Excellent analytical, organizational, and communication skills with the ability to interpret complex technical information for diverse audiences. 
- Proven ability to manage multiple concurrent reviews and deliver under tight deadlines while maintaining accuracy and compliance. 
Technical Skills
- Proficiency in quality management and collaboration tools (e.g., Jira, Confluence, SharePoint, Excel, Power BI). 
- Familiarity with cybersecurity and IT audit processes, risk management, and compliance frameworks. 
- Experience implementing quality improvement methodologies such as Lean Six Sigma or ISO 9001. 
Certifications
- Certified Quality Auditor (CQA) ASQ (preferred) 
- Project Management Professional (PMP) PMI (preferred) 
- Certified Information Systems Security Professional (CISSP) (ISC) (preferred) 
- Lean Six Sigma Green Belt or Black Belt (preferred)
