Scope of Services Snowflake Data Engineer

Background

The Florida Department of Transportation (FDOT) is engaged in the Florida Planning, Accounting, and Ledger Management (PALM) Project a multi-year effort to replace the State of Florida s accounting and cash management systems with a modern financial management solution. This initiative impacts over 1,500 computing assets performing financial planning, analysis, and management functions.

To align with the January 6, 2026 go-live, FDOT will modernize legacy systems, remediate applications, and transition to the Florida PALM Standardized Business Process Model and Chart of Accounts. As part of this effort, FDOT seeks a skilled Snowflake Data Engineer to transform legacy mainframe flat file data into Snowflake-compatible formats, enabling the agency to become a truly data-driven organization.

Primary Responsibilities

The selected candidate will:

  1. Analyze current data sources, pipelines, and legacy structures to define transformation and migration strategies into Snowflake.

  2. Collaborate with stakeholders and architects to design secure, scalable, and cost-effective Snowflake data architecture.

  3. Re-engineer legacy reporting logic (WebFOCUS, Mainframe FOCUS, T-SQL) into optimized Snowflake SQL.

  4. Develop and automate ELT/ETL pipelines using Snowflake features (Snowpipe, Streams, Tasks) and tools such as Informatica, dbt, or Airflow.

  5. Build efficient, reusable data models and secure views in Snowflake to support BI tools (Power BI, Tableau, Looker).

  6. Optimize query performance, security, governance, and cost management following Snowflake best practices.

  7. Document and train internal teams for sustainable adoption of Snowflake-based solutions.

Required Qualifications

  • 3+ years in data engineering, analytics, or cloud data warehousing.

  • 2+ years hands-on Snowflake Data Cloud experience.

  • Expert-level SQL programming.

  • Proven Snowflake architecture, data modeling, and optimization expertise.

  • Strong knowledge of ELT/ETL tools (dbt, Airflow, Informatica, SSIS, etc.).

  • Experience with cloud storage integrations (AWS S3, Azure Blob) and external tables.

  • Familiarity with dimensional modeling (Star/Snowflake schema) and BI reporting layers.

  • Strong communication and analytical skills.

Preferred Qualifications

  • Experience with Power BI, Tableau, or Looker.

  • Background in financial, ERP, or general ledger data analytics.

  • Exposure to mainframe systems and legacy flat file integration.

  • Familiarity with Agile/SCRUM methodologies.

  • Knowledge of Oracle Data Warehouse.

  • Understanding of DevOps/CI-CD practices for data pipelines.
