Project Overview:
Innosoft is the prime contractor for MD THINK, supporting the management, design, development, testing, and implementation of this strategic Information Technology (IT) program. Maryland Benefits is seeking an agile development resource team with required skill sets to build and/or maintain the Maryland Benefits infrastructure/platform, applications development, data repositories, reports and dashboards, and support activities related to network services and system operations.
The Eligibility & Enrollment (E&E) Reporting Team is responsible for designing, developing, and maintaining reporting solutions for the E&E System. This team ensures accurate, timely, and compliant reporting to support decision-making, performance monitoring, and regulatory compliance. They are also tasked to generate reports on an ad-hoc basis upon the request of all stakeholders.
Duties/Responsibilities:
The Computer Programmer (Senior) shall utilize IT equipment and languages (third- and fourth-generation or current state-of-the-art) to develop and prepare diagrammatic plans to solve business, management, communications, and strategic problems. This individual shall design detailed programs, flowcharts, and diagrams showing mathematical computations and the sequence of machine operations necessary to copy and process data and print results. This individual shall verify the accuracy and completeness of programs and systems by preparing sample representative data, and perform testing by means of cycle and system processing.
- Suggest BI technical and architectural guidance to projects and teams, ensuring that new initiatives enable effective data reporting.
- Design, develop, and maintain interactive dashboards and reports using Amazon QuickSight and Qlik Sense/QlikView.
- Collaborate with data engineers, analysts, and business stakeholders to define reporting requirements and KPIs.
- Build reusable data models, semantic layers, and datasets optimized for performance and scalability.
- Translate complex business needs into intuitive visualizations and self-service analytics tools.
- Implement row-level security, access controls, and governance across reporting platforms.
- Lead performance tuning, visualization optimization, and dashboard usability improvements.
- Document solutions and mentor junior team members in best practices for BI development.
- Ensure data accuracy, consistency, and timely delivery across business reporting functions.
- Superb organizational skills. Must be motivated to learn and flexible to change.
Requirements
Education:
This position requires a Bachelor?s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field. (Note: A Master?s degree is preferred.)
General Experience:
The candidate must have at least eight (8) years of programming experience in software development or maintenance.
Specialized Experience:
The candidate must have at least five (5) years of experience in IT systems analysis and programming.
- At least eight (8) years of experience with developing, administering, and supporting the reporting platform.
- At least eight (8) years of experience developing reports, interacting with business, managing user requirements, and creating diverse reports and dashboards.
- At least eight (8) years of experience in reporting and analytics tools such as QuickSight, QlikView, QlikSense, Tableau, SAS, and D3.
- Experience working with various SQL, NoSQL Databases. Strong SQL development skills, writing complex queries and stored procedures.
- Experience integrating data from relational databases (e.g., Amazon Aurora, Redshift, RDS) and cloud sources.
- Strong understanding of BI architecture, data warehousing, and dimensional modeling.
- Experience in managing and deploying applications in Amazon Web Services.
- Strong written and verbal communication skills with experience writing functional requirements and an appreciation for structured development techniques in conjunction with software release management processes.
- Experience visualizing/presenting data for stakeholders.
- Expertise in Qlik Sense/QlikView scripting, data load editor, set analysis, and advanced expressions.
- Hands-on experience implementing self-service BI environments and governing data access.
- Knowledge of performance optimization techniques for complex visualizations and large datasets.
- Knowledge of Quicksight and Qlik is preferred.
