- Provide end-to-end management of the citizen identity management solution implementation.
- Develop project plans, define clear milestones, and coordinate cross-functional teams including IT, legal, operations, and external vendors.
- Act as the primary point of contact for stakeholders ranging from government entities and technical teams to vendor partners.
- Facilitate workshops, gather requirements, manage expectations, and communicate project status, risks, and dependencies.
- Identify, assess, and proactively mitigate project risks.
- Establish contingency plans and respond swiftly to project roadblocks, ensuring the project remains on schedule and within scope.
- Establish and enforce quality standards for all deliverables.
- Oversee testing phases, manage issue tracking, and coordinate user acceptance testing to guarantee system reliability, data integrity, and user satisfaction.
- Ensure that the identity management solution is compliant with all relevant data privacy, security, and government regulations.
- Collaborate with legal and compliance teams to conduct risk assessments and ensure ongoing compliance post-implementation.
- Design and implement change management strategies to promote user adoption and minimize resistance.
- Oversee the development of communication materials, training sessions, and end-user support structures.
- Maintain detailed project documentation, prepare progress reports for executive leadership, and document lessons learned for continuous improvement.
- Minimum 5 years of experience managing complex IT/digital transformation projects, ideally within government, public sector, or large enterprise environments.
- Demonstrable experience with identity management, authentication technologies, access management, or civic technology solutions is highly desirable.
- Proven ability to lead cross-functional teams and manage third-party vendors and consultants.
- Exceptional communication and interpersonal skills, with an ability to tailor information to technical and non-technical audiences.
- Project Management Professional (PMP), PRINCE2, or similar certification preferred.
- Experience with Agile, Scrum, or similar delivery methodologies is beneficial.
- Strategic Vision: Ability to connect project objectives with broader organizational goals and anticipate future needs.
