Key Responsibilities
The Contracting Specialist, SME will:
- Oversee contract execution activities using BMC3I Elite tools to track deliverables, tasks, obligations, workflows, and performance metrics
- Ensure contract requirements, modifications, and deliverables are accurately captured and updated within BMC3I Elite
- Monitor contract timelines, milestones, and completion status to support proactive management
- Serve as the primary interface between program teams, the Contracting Officer's Representative (COR), Contracting Officer (KO), and contractors
- Support COR functions by gathering required documentation, validating contractor performance, and preparing evidence for contract oversight
- Assist with contractor communications, clarification requests, and issue resolution to ensure alignment with contractual obligations
- Maintain contract-related documentation within BMC3I Elite, including SOWs, modifications, deliverables, invoices, performance reports, and correspondence
- Ensure compliance with organizational policies, federal acquisition regulations, and contract governance standards
- Develop and deliver reports, dashboards, and status summaries for leadership, CORs, and contracting stakeholders
- Support tracking of contract funding, burn rates, invoices, and obligations within BMC3I Elite or integrated financial modules
- Assist in reviewing invoices, validating deliverable completion, and monitoring contractor performance metrics
- Identify risks, variances, or delays and recommend corrective actions
- Recommend improvements to contract workflows, governance processes, documentation standards, and platform configurations
- Support training and onboarding related to contract management features in BMC3I Elite
- Ensure consistent, accurate, and traceable data across all contract execution activities
Responsibilities
Skills & Experience
The Contracting Specialist, SME must have:
- Active TS/SCI with SAP Access
- 15+ years of experience in contract management, contract execution, COR support, or acquisition/program support roles
- Hands-on experience with BMC3I Elite, BMC Helix, or similar contract-management workflows
- Strong understanding of federal or corporate contracting processes, including SOWs, CLINs, deliverables, modifications, and invoicing
- Knowledge of COR responsibilities, performance evaluation methods, and contract oversight requirements
- Experience with data tracking, workflow automation, dashboards, and reporting within BMC3I Elite
- Experience maintaining contract documentation, correspondence logs, and performance records
- Experience working with contracting officers, CORs, program managers, vendors, or financial analysts
- Strong analytical and organizational skills with attention to detail in contract documentation and compliance
- Excellent written and verbal communication, especially for interfacing with contracting and program stakeholders
- Ability to manage multiple contract actions and deadlines in fast-paced environments
Education & Certifications
The Contracting Specialist, SME must meet the following:
Required
- Bachelor's degree in Business Administration, Acquisition/Contract Management, Finance, Program Management, Public Administration, or related field
Preferred
- Master's degree (MBA, MPA, MS in Acquisition or Program Management)
- BMC Elite/BMC Helix platform certification or training
- FAC-COR or DAWIA COR Certification
- DAWIA/DAU acquisition certifications (e.g., CON 110/120/200+, PM)
- NCMA certifications (CPCM, CFCM, or CCCM)
- ITIL v4 Foundation
- Project Management certifications (PMP, CAPM or Agile)
