Job Description:
This role focuses on enhancing competencies in Data Integration under the DIR's Texas Data Management Framework.

Key Responsibilities:
  • Collaborating with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on PMAS Cloud Analytics for Access & Eligibility Services Reporting initiatives.
  • Developing and publishing project management documents and deliverables in compliance with DIR Project Delivery Framework directives.
  • Creating RFPs for data management solution design and implementation.
  • Supporting the obtainment of matching federal funds through the development of federally approved IAPDs.
  • Overseeing the expansion of HHS data integrations across different HHSC departments.
  • Managing all aspects of assigned projects and reporting to the IT Data Analytics Support Director.
  • Ensuring constant communication with the Office of Data Analytics & Reporting.
  • Working with IT and business stakeholders to ensure project deliverables meet state, federal, and agency standards.
  • Establishing strategic project roadmaps in coordination with the TSS vendor and all HHS divisions and federal stakeholders.
  • Conducting procurement exercises for vendor services as needed.
  • Establishing project timelines and resource requirements, and coordinating with stakeholders for approval.
  • Creating necessary project management deliverables.
  • Managing day-to-day project operations and scrums, and overseeing the project team.
  • Identifying and coordinating the resolution of project risks with leadership.
  • Other duties as assigned.

Candidate Skills and Qualifications

Minimum Requirements:
  • 8 years of IT project management experience.
  • 8 years of work experience in the information technology industry with at least 5 years of experience in data management solutions (data warehouses, data lakes, etc.), data analytics/business intelligence, web-based (J2EE) development, or SOA-related projects.
  • 8 years of excellent communication skills, both verbal and written.
  • 8 years of experience developing clear, concise project documentation.
  • 8 years of team management experience (team meetings, task assignment, mentoring, facilitation, and training).
  • 8 years of progress monitoring to plan through effective use of risk management practices.
  • 8 years of experience keeping leadership updated on project issues and progress.
  • 8 years of expert problem resolution skills.
  • 8 years of complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC).
  • 8 years of experience tracking full project budgets and entering actual costs in a project tracking tool.
  • 8 years of experience leading project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums, retrospective, and Kanban.
  • Certification required in Project Management (PMP) by a recognized project management organization. Must provide PMP certificate number in the resume packet.

Preferred Skills:
  • 6 years of prior experience in the Healthcare Industry, specifically public health.
  • 6 years of work experience managing multi-agency or multi-IT department initiatives.
  • 6 years of work experience within a Health and Human Services agency.
  • 5 years of emphasis on managing the relationship and weekly activities of TSS Sprint Teams with the State of Texas.
  • 5 years of experience effectively managing resources in a mixed functional and matrixed project environment.
  • 5 years of the ability to develop, document, and execute project management plans, work plans, and quality plans.
  • 5 years of involvement in the full lifecycle from analysis and planning to development and deployment.
  • 5 years of experience building and managing IT project teams with an emphasis on the ability to motivate individuals to excel and exceed expectations.
  • Scrum Master certification is a plus.
  • 3 years of experience with access & eligibility programs.
