Job Description:
Client is seeking an experienced and highly skilled Construction Manager (On-Call) to oversee and coordinate major transit construction projects. The ideal candidate will be responsible for managing complex construction efforts involving multiple stakeholders, ensuring full compliance with technical specifications, safety standards, and project requirements. This role demands strong leadership in planning, coordinating, and executing construction work in a government-regulated environment.
Major Duties and Responsibilities:
- Maintain in-depth knowledge of project plans, technical specifications, construction schedules, contractor plans, the Project Management Plan, and safety protocols.
- Act as the central point of coordination between WMATA departments, consultants, and contractors.
- Lead the development of construction contract documents, bid packages, and participate in proposal evaluations and award recommendations.
- Ensure all construction activities and project deliverables align with contractual obligations and technical specifications.
- Collaborate with WMATA s Safety Department to implement enhanced job safety practices.
- Facilitate and lead weekly construction progress meetings, readiness reviews, design coordination, and third-party stakeholder meetings. Record and distribute meeting minutes.
- Provide recommendations to expedite construction through efficient techniques and planning.
- Manage and analyze all contractor change requests, including cost analysis, scope evaluation, and
- technical assessments.
- Draft, manage, and retain all construction-related communications including memos, action lists, and reports.
- Monitor contractor and program schedules to ensure timely completion of all project milestones.
- Enforce WMATA s and contractors quality assurance programs, overseeing quality reviews and material compliance.
- Oversee budget tracking, schedule control, risk assessment, and mitigation strategies.
- Conduct weekly field construction meetings at designated WMATA offices or project sites.
Background and Experience Required:
- Bachelor s degree in Engineering, Construction Management, Project Management, Business, or a related field.
- Minimum of 10 years of progressive experience in managing large, complex construction projects.
- Possess one or more of the following certifications:
- Certified Construction Manager (CCM)
- Certified Professional Contractor (CPC)
- Project Management Professional (PMP)
- Demonstrated ability to manage large-scale budgets and complex scheduling tasks.
- Availability to work nights and weekends as required.
- Experience working within a government or public-sector environment.
- Ability to work in confined spaces and challenging field conditions.
Preferred Qualifications:
- Possession of a Professional Engineer (PE) license is highly desirable but not mandatory.
Working Conditions:
- On-call position requiring flexibility for nights, weekends, and emergencies.
- Work will involve on-site construction visits, field meetings, and coordination.
