Summary
This position is located in the Office of Information and Technology (OIT), Office of Information Security (OIS), Office of Cyber Security, Office of Cybersecurity Strategy and Policy (OCSP) Cybersecurity Technology & Metrics (CT&M). The Office of Cybersecurity Policy and Strategy oversees and directs Department-wide information security compliance requirements.

Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Qualifications
To qualify for this position, all qualification requirements must be met by the closing date of this announcement-08/08/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Major Duties:
- Support the customer in achieving a risk based and cost effective cyber security program compliant with National Institute of Standards and Technology's (NIST) Cyber Security Framework areas; Identify, Protect, Detect, Respond, and Recover.
- Lead the establishment and implementation of metrics for evaluating the execution of enterprise security architecture and measuring cybersecurity policy effectiveness goals and objectives.
- Perform needs analysis to determine opportunities for new and improved business process solutions and provide recommendations for possible improvements and upgrades.
- Provide input to the Risk Management Framework process activities and related documentation (e.g., system life-cycle support plans, concept of operations, operational procedures, and maintenance training materials).
- Responsible for the analysis and development of the integration, testing, operations, and maintenance of systems security.
- Provides support and assistance with the planning, designing, analyzing, documenting and overseeing the departments Cybersecurity Metrics program.
- Lead efforts to establish cybersecurity metrics to measure and evaluate systems performance and total cost of ownership.
- Apply security policies to meet security objectives of the system and assess the effectiveness of security controls.
- Designs and implements custom algorithms, workflow processes, and layouts for complex, enterprise-scale data sets used for modeling, data mining, and research purposes.
- Collect metrics and trending data by examining data from multiple disparate sources with the goal of providing security risk insight.
- Create, fine-tune, and compile metrics for security devices, along with maintaining documentation for security related processes and procedures.
- Lead efforts to establish and collect metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess the status of positions identified, filled, and filled with qualified personnel.
- Assist other organizations in developing business cases including establishing IT performance metrics and their anticipated total cost of ownership.
- The incumbent will also provide metric data to the OCS Executive Dashboard that is used to provide insight to senior executives on the effectiveness of the Cybersecurity program.

Specialized experience is defined as: Domain expertise in cybersecurity and information assurance, combined with detailed experience in healthcare systems and data architectures, is crucial for the protection of healthcare information and medical devices. Advanced knowledge of enterprise visibility, vulnerability management, and VA's global network enterprise operations is required. Solid knowledge of cybersecurity architecture, enterprise vulnerability management, and software assurance design principles is necessary, including Federal and VA's IT infrastructure and operations. The incumbent must possess experience in developing cybersecurity metrics, secure architectures, policies, processes, and procedures; and have in-depth knowledge of Federal Information Technology Standards, DISA STIGS, SCAP, FDCC/USGCB, and key security products like RSA Archer and Splunk. Adaptability to changing technology, knowledge of secure authentication methods, Virtual Machine platform security, and VA-specific technologies and programs are also required.
