About this Position:
Job Title: Independent IT Reviewer
Key Responsibilities:
The Independent IT Reviewer shall perform and deliver the following as part of the engagement:
Independent Review Scope:
-
Conduct an acquisition cost assessment
-
Perform a technology architecture and standards review
-
Assess the implementation plan
-
Complete a cost analysis and model for benefit analysis
-
Conduct an analysis of alternatives
-
Perform an impact analysis on net operating costs for the agency
-
Conduct a security assessment
Review & Assessment Activities
-
Identify acquisition and lifecycle costs
-
Assess WAN and/or LAN impacts
-
Evaluate technical and project risks including security, data classification, subsystem design, system architecture, cost, schedule, and performance
-
Assess adequacy of project management, staffing, testing, training, and implementation readiness
-
Review proposed technical architecture for alignment with State strategic direction and CIO policies
-
Assess system integration, disaster recovery, backup, and recovery strategies
-
Evaluate cost and schedule risks and recommend alternative courses of action when applicable
-
Validate the proposed solution's ability to meet agency operational needs
Stakeholder Engagement
-
Participate in a project kickoff meeting
-
Review all relevant contracts, SOWs, project plans, and documentation
-
Conduct stakeholder interviews and remote meetings
-
Facilitate risk identification and mitigation discussions
-
Develop and maintain a project risk register
Reporting & Presentation
-
Produce a single, comprehensive Independent Review Report in the required State format
-
Submit draft and final reports according to established timelines
-
Present findings and recommendations to the project stakeholders
-
Incorporate State feedback into the final report and obtain approval
Required Qualifications:
Experience & Expertise:
-
Demonstrated experience performing Independent Reviews of information technology projects
-
Experience evaluating IT acquisition costs, system architectures, implementation plans, and operational impacts
-
Experience conducting risk assessments and security reviews for IT systems
-
Experience developing cost-benefit analyses and lifecycle cost models
-
Experience assessing enterprise IT solutions and system integrations
Knowledge & Skills:
-
Knowledge of public-sector IT governance and oversight requirements
-
Ability to critically analyze technical, financial, and operational project data
-
Ability to document findings clearly and concisely in formal reports
-
Ability to communicate effectively with executive leadership and technical stakeholders
