11-15 years of experience. Sr. Business Analyst will support OUC-IT modernization, public-safety technologies, and mission critical systems. Leads enterprise requirements, process redesign, and IT initiatives for 911/311 operations.
The Business Systems Analyst will support enterprise-level requirements development, process analysis, and systems modernization activities aligned with the mission of the OUC. This role formulates and defines system scope and objectives, analyzes business and user needs, documents requirements, and translates them into system specifications supporting 911 / 311operations and core IT environments.
The analyst will collaborate with technical teams, operational stakeholders, and partner agencies to support technology enhancements, workflow improvements, and system integrations. Work includes developing standardization tools and documentation, supporting process redesign initiatives, evaluating technology performance, and contributing to modernization projects across multiple platforms.
CONTRACT JOB DESCRIPTION
Responsibilities:
1. Formulates and defines systems scope and objectives based on user needs and a comprehensive understanding of business systems.
Devises or modifies procedures to solve complex problems considering system limitations, operating time, and desired results.
- Provides consultation on complex projects and contributes as a senior-level specialist across phases of systems analysis.
- Leads requirement development sessions to gather detailed business and functional requirements.
Analyze existing workflows, processes, and system configuration to identify improvement opportunities and modernization needs.
Develops business process models, use cases, workflow diagrams, and documentation to support system design and decision making.
Translates business and operational requirements into clear, actionable technical specifications for OUC-IT teams.
- Evaluates system capabilities, performance data, and user feedback to recommend system enhancements or process modifications.
- Supports testing activities including test plan development, test case creation, user acceptance testing, and issue tracking.
- Coordinates with cross-functional stakeholders to ensure alignment between operational needs, technical solutions, and project goals.
- Assists in the development of standardized tools, templates, documentation framework, and reporting dashboards.
- Supports change management activities including training documentation, stakeholder communication, and workflow transition support.
- Conducts impact assessments to determine effects of system changes on users, processes, and integrated systems.
- Supports data validation, data mapping, and data quality reviews to ensure accuracy and consistency across platforms.
- Prepares reports, presentations, and recommendations for leadership based on analysis, findings, and project outcomes.
Minimum Education/Certification Requirements:
Bachelor's degree in IT or related field or equivalent experience; or a current Project Management Professional (PMP) Certification
