Mandatory Qualifications:

  1. Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Developer
  2. More than 7 years of experience as a Java developer including experience in Java/J2EE and object-oriented programming (OOP) principles, design patterns, and SOLID principles.

  3. More than 7 years of experience with popular frameworks, particularly Spring (Spring Boot, Spring MVC, Spring Security) and ORM technologies like Hibernate or JPA.

Desirable Qualifications:

  1. More than 7 years of proven experience designing, building, and maintaining microservices architectures and RESTful APIs.
  2. More than 7 years of experience with testing frameworks (e.g., JUnit, Mockito) and proficiency with build tools like Maven or Gradle.

  3. More than 7 years of experience with major cloud platforms like AWS, Azure, or Google Cloud Platform, including an understanding of containerization with Docker and Kubernetes.

  4. More than 7 years of experience with DevOps principles and experience with CI/CD tools such as Jenkins.

  5. 2+ years of experience working in a federal or state government setting (Health and Human Services, especially in Integrated Eligibility System programs such as PA, TA, SNAP, HEAP, Fair Hearings, Child Support, etc. preferred)

  6. Bachelor's or Master's degree in Computer Science, Software Engineering, or a related field, or equivalent practical experience.

  7. More than 7 years of experience with relational databases (e.g., Oracle, PostgreSQL) and SQL, as well as experience with NoSQL databases

Duties/Responsibilities:

  • The New York State Integrated Eligibility System (IES) Program is seeking a skilled and collaborative Java Developer to support the development of modernization of the New York State Integrated Eligibility System (IES). This individual will work on cross-functional teams to develop robust and scalable application that improve the delivery of critical health and human services program such as Medicaid, SNAP, Public Assistance and Child Support. The ideal candidate will have extensive experience in designing, developing, and deploying robust, scalable, and high-performance Java applications for enterprise-level systems. The individual must thrive in Agile/Scrum environments and can contribute to both front-end and back-end application development and strong problem-solving, analytical, and communication skills.
    The Java Developer will work under the guidance of senior technical leads and collaborate with architect, testers and business analyst to implements high-quality code that meets project requirements and adheres to state and federal compliance standards. The work will directly impact the functionality and user experience of a system used by millions of New Yorkers.
    The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, Child Care and Fair Hearings.

    Responsibilities:
    Design, development, and implement complex, high-volume, and low-latency Java applications. Develop software solutions by analyzing current systems, determining technical requirements, and ensuring designs conform to business goals. Collaborate with product managers and other stakeholders to define application objectives, features, and functionality. Contribute to all stages of the software development lifecycle (SDLC), from initial analysis to deployment and maintenance. Identify and resolve immediate and potential technical issues, including complex production problems like memory leaks and network failures. Recommend upgrades and changes to existing Java infrastructure to improve functionality, performance, and system longevity. Collaborate the deployment of new features and monitor for successful integration, ensuring system stability. Assist in creating and maintaining detailed technical and user support documentation. Stay up-to-date with emerging technologies, industry trends, and best practices, and introduce innovations where applicable.
