Role: Program Manager
POP: 12+ Months
Location: National Capital Region (On-site at Pentagon in DC)
JOB SCOPE:
The Program Manager is responsible for the overall performance of contract work supporting the US Army. This position serves as the primary point of contact between the contractor and the Government, ensuring all contract requirements are met and maintaining full authority to act on all contract matters relating to daily operations.
REQUIRED SKILLS
- Bachelor's Degree required
- Secret Clearance required
- Minimum of five (5) years of demonstrated program management experience with project planning, execution, and performance
- Specialized knowledge and expertise in contract management
- Expertise in requirements definition, work planning, and control of budget, schedule, and task execution
- Strong personnel management and supervision experience with analysts and consultants
- Excellent communication skills and ability to interact with senior Government officials
- Experience managing contracts supporting federal government operations
- Ability to operate from contractor workspace in the Washington D.C. area
PREFERRED SKILLS:
- Experience with DoD contracts and federal acquisition regulations
- Knowledge of Army organizational structure and operations
- PMP certification or equivalent project management certification
- Experience managing multi-year contracts with option periods
TASKS:
- Serve as the single point of contact for the Contracting Officer Representative (COR) and Contracting Officer (KO)
- Maintain full authority to act for the contractor on all contract matters relating to daily operations
- Visit Government place of performance minimum three (3) times per week (Monday-Friday)
- Communicate daily with the COR on days not physically present at Government facilities
- Manage contractor personnel including hiring and firing decisions and other staffing decisions
- Approve time schedules and leave schedules for contractor employees
- Ensure contractor personnel perform to the standards specified in the contract
- Submit proposals for Key Personnel replacements with justification and resumes for COR approval
- Develop and maintain the Contract Management Plan including management strategy, schedule of key events, risk assessment, and budget breakdown by fiscal year
- Prepare and submit monthly cost and performance reports describing task status, costs versus budget, accomplishments, problems encountered, and trip reports
- Ensure compliance with all security requirements, quality control procedures, and Government regulations
- Coordinate the proposed names and resumes of all replacement personnel with the Government
- Ensure all turnover personnel follow out-processing and in-processing checklists
- Monitor performance and progress against plans, baselines, and requirements
- Conduct progress reviews and provide written reports to present task progress
- Formulate requests for meetings and perform administrative activities to accomplish required meetings
- Prepare annual program review documenting current state and recommendations for future efforts
- Ensure all contractor employees complete required training (AT Level I, OPSEC, Cyber Awareness, etc.)
- Maintain contractor-provided workspace and ensure proper oversight of contract performance
