IT Professional (Senior) (1 position)

Position Description: Identifies strategic issues for the Information Management Department and advises IT Senior Management of the risks and/or opportunities created by these issues. Issues will be centered on IT measurements and IT project management. IT measurements will encompass the refining or creating of measures related to value creation of IT products and services. Project Management will include presenting recommendations on ways of managing projects more effectively (including, but not limited to: appropriate methodology and quality reviews) Accountabilities include coordinating input from various IT departments to develop recommendations, conducting analyses of issues and ensuring adequate communication of the endorsed positions and recommendations to stakeholders.

Education: Bachelor s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, Mathematics or a related technical or business field. AWS QuickSight, Tableau, PowerBI is preferred. Prior experience supporting Maryland Benefits is also beneficial.

General Experience: At least eight (8) years of relevant industry experience in the discipline required.

  1. Reviewing diagnostics and assessing the functionality and efficiency of systems.
  2. Implementing security measures.
  3. Monitoring security certificates and company compliance of requirements.
  4. Understanding customer requirements and design solution in AWS to setup ETL and Business Intelligence environment.
  5. Understanding different AWS services, their use and configuration.
  6. Proficient in using SQL, ETL, Data Warehouse solutions and databases in a business environment with large-scale, disparate datasets.
  7. Complex quantitative and data analysis skills.
  8. Understanding AWS IAM policies, roles and administrator of AWS services.
  9. Experience in Federal and/or State health and human services (HHS) programs is Must (i.e., Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Women, Infants & Children (WIC), Electronic Benefits Transfer (EBT), Medicaid, Children Health Insurance Program (CHIP), Child Support, Care Management, EHR, Child Care).

Specialized Experience: The candidate must have at least five (5) years of experience in the design of business applications on complex IT systems. This position requires a broad knowledge of data sources, data flow, system interactions, advanced computer equipment and software applications, and advanced systems design techniques to develop solutions to unyielding complex problems and to advise officials on systems design and IT forecasts.
