Job Title: Technical Project Manager
Duration: 6 Months (Tentative)
Location: Quincy, MA (Hybrid)

Summary:

An experienced Technical Project Manager is sought to support multiple initiatives within a state agency s Office of the SCIO. The ideal candidate will bring strong technical knowledge, leadership capabilities, and problem-solving skills to manage all phases of the project life cycle. This role requires the ability to navigate complex technical environments, address project roadblocks, and recommend effective strategies and solutions. The Project Manager will be responsible for communicating project status, risks, and impacts on timelines and budgets to senior IT and business leadership.

Job Duties:

  • Develop project plans with detailed milestones and collaborate with IT and business stakeholders.

  • Execute project plans and provide weekly status and risk reports to leadership.

  • Facilitate weekly project status meetings with vendor Project Manager.

  • Conduct biweekly status meetings with IT, vendor, and business stakeholders.

  • Define and document project requirements with stakeholders.

  • Address data quality issues, including identifying and resolving errors and omissions.

  • Coordinate project tasks to align with objectives and timeline.

  • Monitor progress against project timelines, deliverables, and technical requirements.

  • Create comprehensive project plans, including budgets and work breakdown structures.

  • Collaborate with IT Financial Analyst to manage budgets and secure funding approvals.

  • Prepare detailed plans covering quality assurance, risk, change, and testing.

  • Oversee project scope and maintain control processes.

Required Skills:

  • Strong technical background and familiarity with IT environments.

  • PMP Certification required.

  • Strong relationship-building and stakeholder management skills.

  • Excellent communication skills for both technical and non-technical audiences.

  • Demonstrated planning, risk assessment, and mitigation abilities.

  • Strong written, verbal, and presentation skills.

Qualifications:

  • Bachelor s degree in Computer Science or equivalent experience.

  • Minimum 5 years of hands-on experience as a Project Manager with full responsibility.

  • Minimum 5 years of IT experience in technical roles.

  • Proven experience developing detailed project documentation and requirements.

  • Proficiency in MS Project and Microsoft Office Suite (Excel, Word, Visio, Outlook, PowerPoint).
