This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Education
Undergraduate and Graduate Education: Major study electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Specialized Experience:
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience providing technical support or advice, such as troubleshooting logistical issues or developing contingency plans, in the planning, coordination, or quality control for telecommunications networks and systems.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Help
- Develops and maintains a process for gathering and distributing information to all internal and external entities to facilitate communications planning and support all Presidential events.
- Provides daily oversight of all functions related to supporting the EOP, OVP, NSC, USSS, and WHMO and their staffs, including direct communications support to the President, Vice President and First Lady.
- Formulates policy/procedures, operational mission planning and execution, frequency management, logistics support of deployments, and financial/budgetary planning, for travel and emergency actions mission support.
- Prepares planning documents necessary to initiate the White House Communications Agency (WHCA) travel mission based on specific customer requirements.
- Responsible for participating in long and short-range planning meeting for future systems and capabilities, for the short (2/3 year) term, and/or for long term (5+ years).

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
- The incumbent must be cleared for Category Two Presidential Support Duty based on a "Yankee White" Single Scope Background Investigation (SSBI).
- This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to 25 percent of the time.
- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
