Innosoft is seeking a Data Analytics and Reporting Consultant to support the Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Data and Systems Group (DSG), under the MACBIS (Medicaid and CHIP Business Information Solution) initiative. This position will play a pivotal role in improving the quality, usability, and analytic value of state-submitted Medicaid and CHIP data, supporting critical reporting initiatives, and delivering insights that drive policy decisions and program performance.

- Monitor and assess the quality of state-submitted T-MSIS data, leveraging automated tools and inferential/longitudinal measures
- Develop and enhance interactive data quality tools and visualizations for internal and external stakeholders
- Support T-MSIS Priority Issues (TPIs) and related state-facing documentation and reports
- Provide direct technical assistance to states through monthly meetings, webinars, and guidance documentation
- Create and update T-MSIS Coding Guidance to ensure standardized data reporting across states
- Produce and maintain T-MSIS Analytic Files (TAF) on a quarterly basis, including the DE, Inpatient, LTC, Pharmacy, and Other Services files
- Lead and participate in the TAF Change Control Board (TAF CCB), ensuring transparent change management
- Maintain and update all technical documentation, including data dictionaries and user guides, to support public and CMS-internal users
- Recommend and help develop new TAF files that align with evolving policy and research needs
- Analyze Medicaid and CHIP data to generate actionable insights for CMCS and other stakeholders
- Develop and update mandated reports, including the T-MSIS SUD Databook and support the MAC Scorecard initiative
- Conduct complex ad hoc studies, integrating policy knowledge with statistical analysis to produce high-impact products
- Collaborate with CMS components (e.g., CMMI, OACT, OEDA) to align analysis with program goals
- Operate and manage the MACBIS Help Desk, triaging user inquiries and maintaining a database of questions and resolutions
- Develop and deliver training materials, user guides, webinars, and product demos to CMS users and external stakeholders
- Provide technical assistance and documentation for tools such as DQ Atlas and performance dashboards
- Collect, validate, and analyze PI data submissions from states
- Support the development and distribution of the Monthly Medicaid & CHIP Application, Eligibility, Determination, and Enrollment report
- Provide TA to improve PI data quality and assist CMS users in using the PI Dashboard for operational decision-making
- Provide monthly status updates, schedules, and maintain compliance with CMS DataOps Guidelines
- Ensure proper knowledge transfer, document transition plans, and provide support during onboarding of any incoming project teams

- Bachelor s or Master s Degree in Public Health, Health Informatics, Statistics, Data Science, or a related field
- Minimum 10 years of experience in health data analytics, preferably within Medicaid/CHIP programs
- Strong expertise in T-MSIS, TAF, and related CMS data sets and systems
- Deep understanding of state-level Medicaid/CHIP program variation and implications for data quality
- Proven experience developing federal health reports, dashboards, and complex analytic studies
- Familiarity with CMS data platforms, including JIRA, Confluence, GitHub, Slack, and the AWS environment
- Advanced knowledge of SAS, R, SQL, or other relevant data analysis tools
- Experience with business intelligence platforms (e.g., Tableau, MicroStrategy) and DevSecOps principles
< data-start="4106" data-end="4138">Preferred Qualifications</>
- Prior work at organizations like Mathematica, RTI International, NORC, Lewin Group, or similar federal research institutions
- Experience with CMS Performance Indicator projects, DQ Atlas, or SUD Data Book production
- Familiarity with CMS clearance processes, federal reporting standards, and health IT ecosystems
- Experience managing or contributing to Help Desks, training programs, or user support initiatives for federal agencies
