Our client is seeking an experienced Vice President of Programs to oversee and elevate their program and project management functions. This strategic leadership role will ensure the successful execution of complex initiatives, with a strong focus on financial performance, operational efficiency, and organizational growth.
This individual will guide a team of Project Managers and Site Leads through the full lifecycle of project execution-from planning and staffing to financial oversight and delivery. The ideal candidate brings deep expertise in project management, personnel leadership, and cross-functional coordination in technical environments.

responsibilities:
- Lead and mentor a team of Project and Site Managers, providing strategic direction and day-to-day oversight.
- Develop and manage comprehensive project plans, budgets, and communications for high-impact projects.
- Oversee scheduling and resource allocation across multiple programs to ensure timely, on-budget delivery.
- Provide financial guidance on revenue projections, cash flow, and budgeting for project portfolios.
- Act as the primary liaison between project teams and executive leadership, delivering updates and elevating risks or concerns.
- Support administrative and operational oversight including performance evaluations and staff development.
- Ensure compliance with contractual obligations and help guide PMs in understanding and applying contract language.
- Manage stakeholder relationships and foster external partnerships critical to project success.
- Conduct post-project evaluations to identify areas of success and improvement.
qualifications:
- Bachelor's degree in Business Administration, Project Management, or a related field.
- Minimum 10+ years of hands-on project management experience, including planning, execution, and financial oversight.
- At least 7 years of experience managing teams within technical, infrastructure, or construction environments.
- Strong financial acumen, including experience with revenue tracking, cash flow, and budget forecasting.
- Proficient in Gantt chart tools and project planning software.
- Excellent communication, leadership, and conflict-resolution skills.
- Ability to navigate competing priorities and communicate effectively with cross-disciplinary stakeholders.
- Willingness and ability to travel up to 30%.
- Experience managing IT, Construction, or Telecommunications-related projects.
- Familiarity with Land Mobile Radio (LMR), Radio Frequency (RF), Bi-Directional Amplifiers (BDA), or Distributed Antenna Systems (DAS).
- Experience guiding teams through project close-out and postmortem reporting.
