Responsibilities

  1. Identify In-Service Wire Centers:
  2. A team of consultants will need to identify all currently still in service Legacy AT&T 9-1-1 services (Selective Routing/CAMA trunks, ANI and ALI) in identified wire centers to be decommissioned.
  3. Map Copper-Based Connections:
  4. If a 9-1-1 selective router is present, along with any other end office switches offering services to commercial customers, each identified 9-1-1 SR will need to have any existing TDM/non-fiber physical plant, CAMA connections identified and mapped to the respective PSAPs within the wire center footprint, especially within AT&T's 22-state ILEC footprint where AT&T is required by law or regulation to offer 9-1-1 service.
  5. Inventory and Assessment:
  6. Once the current PSAP(s) on a TDM/non-fiber physical plant are identified, along with an inventory of the 9-1-1 service being provided, the assessment will include:
  7. Assessing Nearest Fiber Service:
  8. Identify the nearest fiber-based service (e.g., AT&T AVPN service over fiber or any equivalent future service) POP from which fiber plant can be extended to the PSAP.
  9. Evaluating Cost, Schedule, and Engineering Impacts:
  10. Assess the cost, schedule, and engineering impacts of extending fiber service.
  11. Planning for Service Transition:
  12. If all commercial customers have been removed from the wire center and only 9-1-1 customers remain, impeding wire center decommissioning, the traditional 9-1-1 service will need to be sunset for the PSAP. This will likely require new AT&T ESInet services or IP based Legacy 9-1-1 service (in development) and new physical plant to ensure the PSAP continues to operate effectively.
  13. Develop Remediation Package:
  14. Once the assessment of wire centers containing/supporting SR service and/or connecting a PSAP facility to a 9-1-1 SR is completed, the process, cost, and requirements for providing a fiber connection to the PSAP identified and transitioning it to new ESInet or IP-based Legacy 9-1-1 service will be bundled into a Wire Center Transformation and Decommissioning Assessment and Remediation Package. This package will detail the cost, schedule, and services needed to convert the PSAP to fiber service and disconnect it from the wire center in question.
  15. Review and Approve Package:
  16. Once the package is reviewed and approved, it will need to be shared with the PSAPs, providing a timeframe for them to transition from the old service to the new.
  17. Program Management Responsibilities

Primary program management responsibility for this effort rests with the AT&T Public Safety Sales team. AT&T Consulting is providing one resource that will assist the AT&T Public Safety Program Manager with the efforts defined below in a deputy role. The OSP / Carrier Project Manager will be expected to assist these individuals in their performance of the following program management tasks, especially as it relates to the progress and status of their individual assigned OSP migration projects:

  • Project Planning and Initiation:
  • Define project scope, objectives, and deliverables in alignment with AT&T s corporate goals.
  • Develop a comprehensive project plan including timelines, milestones, and resource allocation.
  • Resource Allocation and Team Coordination:
  • Coordinate with internal and external stakeholders to ensure resource availability.
  • Assign specific tasks and responsibilities to team members based on their expertise.
  • Assessment and Data Collection:
  • Oversee the identification and assessment of all in-service AT&T wire centers.
  • Ensure thorough evaluation of wire centers for the presence of 9-1-1 services via selective routers.
  • Monitor the mapping of existing copper-based CAMA connections to PSAPs.
  • Cost and Schedule Management:
  • Develop detailed cost estimates and project budgets.
  • Track project expenses and ensure adherence to the budget.
  • Create and maintain project schedules, ensuring timely completion of each phase.
  • Risk Management:
  • Identify potential risks and develop mitigation strategies.
  • Monitor risk factors throughout the project lifecycle and adjust plans as necessary.
  • Stakeholder Communication:
  • Maintain clear and consistent communication with all stakeholders, including PSAPs, regulatory bodies, and internal teams.
  • Prepare and present project updates, reports, and documentation to management and other stakeholders.
  • Facilitate approval processes and ensure stakeholder buy-in at each project stage.
  • Quality Assurance and Control:
  • Implement quality control measures to ensure all assessments and recommendations meet AT&T s standards.
  • Conduct regular reviews and audits of project deliverables.
  • Implementation and Transition:
  • Oversee the transition of PSAPs from copper-based connections to fiber-based connections.
  • Coordinate the deployment of new ESInet services to ensure seamless operation for PSAPs.
  • Ensure the decommissioning process of wire centers is executed smoothly without service interruptions.
  • Documentation and Reporting:
  • Maintain comprehensive project documentation, including assessment reports, remediation plans, and transition records.
  • Prepare final project reports and documentation for archival and future reference.
  • Project Closure and Evaluation:
  • Conduct project close-out activities, including final assessments and stakeholder feedback.
  • Evaluate project outcomes against initial objectives and document lessons learned. Ensure all project documentation is completed and archived appropriately

Requirements

  • Have a Bachelor of Science or Bachelor of Arts Degree
  • Possess excellent interpersonal skills required to work with other departments/subsidiaries to develop timelines for project deliverables.
  • Be able to consistently demonstrate a levelheaded approach, calmness and a can do attitude
  • Possess creative problem-solving skills and the ability to offer alternatives that are customer-focused, strategic and profitable for AT&T.
  • Possess excellent communication skills, both written and verbal
  • Work under extremely challenging timeframes and pressure to meet deadlines.
