Project Goals:

The primary goal of this SOW is for application development to facilitate enhancements to the Department of Mental Health's Customer Information Management Outcomes and Reporting Application (CIMOR) and related interfaces. A secondary goal is to allow small enhancements that interface with CIMOR. This list is not exhaustive, but the major systems include Inpatient Claims Manager (ICM), Claim Builder, Claims Validation System (CVS), BizTalk interfaces, and Event Management Tracking (EMT). There are many other smaller applications as well and the decision as to whether it is integrated with CIMOR is the responsibility of the application development manager

Required Skills Set

  • 5+ years' experience maintaining a customer information management in a Mental Healthcare setting.
  • 10+ years' experience with Visual Studio
  • 10+ years' development experience with C#, CSS, HTML5, Bootstrap, jQuery and SQL Server as backend.
  • 10+ years' combined development experience within Visual Studio Team Services (VSTS) and Azure Dev Ops (ADO)
  • 10+ years' development experience with .net Framework where 3 of those total years are utilizing 4.6x.
  • 7+ years' experience in fine tuning and enhancing the performance of SQL jobs.
  • Experience with State of Missouri CIMOR system preferred.

Responsibilities

  • Perform issue and problem resolution work only when authorized by the designated project manager. All assignments will be issued through Azure DevOps (ADO).
  • Maintain daily updates in ADO for all assigned tasks, including current status, hours used, and hours remaining, within one business day of resolving and deploying the issue.
  • For each assigned deliverable or problem report, document the issue, the resolution steps taken, and the time and cost associated with resolving it.
  • Report to the assigned project manager and provide sufficient technical expertise to resolve production system issues, categorized as either "Critical" or "Major." Task prioritization will be determined by the lead project coordinator.
  • Critical issues (i.e., those that cause system inoperability, prevent essential work, or affect client safety or business operations):
  • Must be addressed within NA minutes of assignment.
  • Must be resolved within 24 hours.
  • No other tasks may be worked on until the critical issue is resolved.
  • Major issues (i.e., those that affect system functions, benefits processing, or data accuracy but have workarounds):
  • Must be addressed within 48 hours of assignment.
  • At least 50% of major issues must be resolved within five (5) business days.
  • Of those exceeding five days, at least NA% must be resolved within ten (10) business days.
  • All remaining new major issues must be resolved within twenty (20) business days.
  • For issues requiring longer resolution time than standard, provide an updated estimate for completion to the project manager. Approval to continue or close the issue will be determined accordingly.
  • Follow the full development lifecycle, including problem analysis, coding, peer reviews, unit testing, and documentation, in line with the standard development workflow.
  • Use standardized templates for documenting all issues and resolutions, as provided by project stakeholders.
  • Collaborate with existing development and QA teams. Coordinate development work in a shared environment that includes multiple developers and quality assurance specialists.
  • Ensure all task, user story, and bug records in ADO are fully updated and maintained according to documentation standards.
