Job Description

ECS is seeking a TS Cleared Portfolio Director to work in our Fairfax, VA office.

As a CISA Portfolio Director, you are responsible for effective execution and growth of multiple CISA programs, including existing work serving division-level IT priorities and the expansion of work into additional CISA Divisions and CSD Subdivisions. You will serve as both the leader of your respective CISA portfolio and a key member of the overall CISA Account Team, reporting to the ECS VP of the CISA Account. In this role, you will serve as a mentor, coach, and role model to Division's Program Managers and work with Government leadership to ensure the highest levels of customer satisfaction. You will work and direct activities across functional teams within ECS, with strategic partners and with the customer to identify and execute a strategic plan for advancing activities that benefit CISA and ECS. In this role, you will serve as the primary decision maker for how resources are allocated within your respective portfolio of programs and services to achieve ECS and CISA Account objectives.

Specific areas of responsibility include:

Ensure your CISA Portfolio continues to thrive by working with ECS colleagues to direct the execution of a growth strategy, which includes the following activities:

  • Participation in the creation, sustainment, and execution of a CISA Account Plan, which includes what we intend to achieve, how we will get there, and a description of the resources we require to ensure success;
  • Identification, qualification and pursuit of new opportunities to build and grow the CISA portfolio; and
  • The identification and cultivation of strategic customer relationships and industry partnerships which contribute to ECS growth within CISA.


  • Work with CISA Program Managers and Leaders to achieve CISA Program operational objectives by:

  • Serving as a mentor, coach, and advisor to your Portfolio's Program and Project Managers and providing general execution assistance and oversight as needed;
  • Meeting financial objectives by directing forecasting requirements; preparing and managing to annual projections; analyzing variances; initiating corrective actions, controlling costs and fulfilling routine reporting requirements; and
  • Serving as a customer point of escalation for project-related risks, issues and opportunities; Developing client relationships based on value and personal interactions and by ensuring we exceed client expectations throughout the project delivery cycle.


  • Lead efforts to create an integrated, empowered, engaged and effective team by:

  • Articulating and communicating a clear vision & goals, as well as the milestones indicative of our success as a portfolio; Ensuring that everyone understands their role, and how they contribute / aligns to this vision and has the tools and information they need to be successful.
  • Building and retaining a team of top talent by hiring the best, promoting proven performers, providing actionable performance feedback, and resolving any under-performance issues.
  • Helping to ensure that the CISA Account operates in an integrative and collaborative fashion; Identifying performance gaps (operational, training, etc.); developing and implementing repeatable, sustainable processes to increase operational efficiencies.


  • Required Skills

    • Active Top Secret Clearance.
    • 12+ years of progressive and broad cyber security and program leadership roles, including building and maintaining strong, collaborative teams.
    • Demonstrated ability to establish relationships, identify and qualify business opportunities, foster a culture of capture within delivery teams, and grow business within a dynamic customer environment.
    • Experience successfully starting and managing high visibility, high impact Cyber Security projects, esp. for Federal government customers, including adherence to technical, schedule, and cost parameters.
    • Demonstrated aptitude and experience with complex problem solving, including 'hands-on' participation driving teams and customers to success.
    • Expertise in strategic planning / consulting services for a large, federal customer including creating and driving customer and project/program vision.
    • Proven success in staffing, organizing, managing, and leading teams of 200+ cybersecurity professionals, including subcontractor personnel to achieve program and growth goals.
    • Demonstrated success managing cross-functional, matrixed teams to affectively achieve project outcomes in a dynamic, agile environment.
    • PMP certification


    Desired Skills

    • Certified Information Systems Security Professional (CISSP) Certification.
    • Experience managing DHS Programs.
    • Expertise in identifying, assessing, and mitigating risks ensuring successful program execution.
    • Proven ability to bring innovation to cyber security programs, introducing new and effective solutions to address evolving threats.
    • In-depth knowledge of the latest trends, technologies, policies, and best practices within the cyber security industry.
