This job announcement will fill multiple vacancies at the full performance levels (FPLs) of GS-11 and GS-12. In your application you will select all full performance grade level and location combinations you want to be considered for. Applicants selected at the FPL level are not eligible for promotion to a higher grade without competition or a valid non-competitive eligibility. This is not a developmental job announcement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To Qualify for the Full Performance Level GS-11:
One year of specialized experience equivalent to at least the GS-10 grade level in the Federal service that must include one of the following: Participates in or conducts studies that assess the operational capabilities of civil works projects such as facilities, structures, or navigation features; Reviews and develops plans, costs, and specifications to confirm they meet project requirements, codes, and technical standards; Develops long range plans and preventive maintenance schedules that support continued operation of facilities, equipment, or utility systems; Collects data such as hydrographic and topographic surveys, construction schedules, or material test results that support engineering studies and project decisions.
To Qualify for the Full Performance Level GS-12:
One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service that includes one of the following: Leads or facilitates studies that evaluate the operational performance and requirements of civil works projects such as facilities, structures, or navigation features; Reviews and assesses contractor plans, specifications, and technical submissions to confirm compliance with project requirements, codes, and industry standards; Develops long range plans and preventive maintenance schedules that support the reliable operation of facilities, equipment, or utility systems; Oversees the collection and use of technical data such as hydrographic and topographic surveys, construction schedules, or material test results to support engineering studies, condition assessments, or contract actions.

- GS-11 Prepare plans, specifications, and scope of work to support field activities associated with service, supply, and construction contracts.
- GS-11 Perform technical inspections of various facilities to include measurements of components, visual condition, and qualitative judgement of condition.
- GS-11 Provide technical guidance through collaboration with engineering teams in support of various civil works projects.
- GS-11 Perform technical analysis of construction modifications to revise plans, estimates, and specifications for civil works projects.
- GS-12 Perform research on schedule issues and problem areas to perform analysis using state-of-the-art technology and computer programs.
- GS-12 Prepare official findings for claims and modification investigation reviews.
- GS-12 Consult with various stakeholders to determine and recommend innovative and improved schedule solutions.
- GS-12 Carry out full range of technical engineering functions associated with mechanical and related electrical features of facility operations.

- Position may require a pre-employment physical exam due to the physical requirements for the position.
- Position may require an American Red Cross Standard First Aid, Cardio-Pulmonary Resuscitation, and/or Automated External Defibrillator card in good standing, or able to obtain within the first year of employment.
- Position may require a valid state driver's license based on job-related, site-specific requirements.
- Position may require Temporary Duty Travel (TDY) at least 25% or more of the time.
