Description

The Security Engineering and Operation Lead will be located at the NOAA Cybersecurity Center (NCSC) in Boulder, CO or Fairmont, WV, with the authority to oversee the site's IT operations in support of the NCSC mission. This leadership position involves managing the operation and maintenance of the Boulder and Fairmont sites, as well as providing oversight for the Trusted Internet Connections Access Provider (TICAP) infrastructure, ensuring continuous 24/7/365 monitoring, analysis, and incident response capabilities. The role is responsible for strategic planning, resource management, and driving improvements to IT operations and service delivery.

Key Responsibilities:

  • Lead and manage the IT operations for NCSC, ensuring alignment with the overall NCSC mission and objectives.

  • Oversee the NCSC data centers, ensuring the availability of critical servers and services during disruptions, outages, or disasters.

  • Manage the operation and maintenance of IT infrastructure and services across the Boulder and Fairmont sites, including the outlying Trusted Internet Connections Access Provider (TICAP) infrastructure.

  • Ensure the continuous 24/7/365 monitoring, analysis, and incident response capabilities for the supported sites.

  • Establish and maintain a clear understanding of the current IT operations situational awareness as a baseline for effective management.

  • Conduct audits of the Service Management Plan (SMP) to identify areas for improvement in predictive planning, maintenance, and future capability expansion and modernization.

  • Lead initiatives to revise the SMP with a focus on enhancing customer service, optimizing service offerings for maximum uptime and efficient maintenance activities.

  • Provide critical information and insights for IT systems operations long-range planning.

  • Build and lead high-performing teams to effectively manage IT operations and achieve organizational goals.

  • Make key decisions, plan strategic tasks, and direct resources to ensure the efficient and effective operation of the IT infrastructure.

Required Skills /Education/ Certifications & Qualifications:

  • Proven experience in managing IT operations, preferably within a security-focused environment such as a Security Operations Center (SOC).
  • CISSP certification.
  • Demonstrated experience leading and managing technical teams.

  • Strong understanding of data center operations and disaster recovery principles.

  • Experience with 24/7/365 monitoring, analysis, and incident response processes.

  • Ability to develop and maintain situational awareness of IT operations.

  • Experience in auditing and improving Service Management Plans (SMP).

  • Strong focus on customer service and optimizing service delivery.

  • Excellent planning, decision-making, and resource management skills.

  • Strong written and verbal communication skills.

Desired Skills:

  • Experience working with government contracts, particularly with NOAA or other federal agencies.

  • Familiarity with Trusted Internet Connections Access Provider (TICAP) infrastructure.

  • Experience in long-range IT systems planning and modernization efforts.

  • Knowledge of relevant cybersecurity frameworks and compliance standards.

  • Experience with IT service management (ITSM) tools and best practices.
