Senior Program Manager Treasury Technology Marketing Statement:

The Washington Metropolitan Area Transit Authority (WMATA) is seeking a forward thinking and strategically minded Senior Program Manager to join its Treasury Technology team. Minimum Qualifications

Education
  • Bachelor of Science degree in Engineering, Information Technology, or related field

Experience
  • Ten years (10) or more, of progressively responsible experience in technology team
    management, optimizing system performances, and project management methodologies.

Certification/Licensure
  • N/A

Preferred Qualifications
  • Master's degree in Engineering, Information Technology or related field
  • Project Management Professional (PMP)
  • Experience with financial applications
  • Transportation & finance experience
  • Detailed technical experience in fare collection system implementations

Job Summary

The Senior Program Manager (SPM), Treasury Technology, will take responsibility for optimizing WMATA Treasury systems performance and minimizing capital/operational costs. SPM takes responsibility for revenue related business systems operations, transformations, and new initiatives. The Sr. Program Manager works closely with the Director, Treasury Technology in analyzing WMATA's current state, desired future state, and managing the processes required to realize improved WMATA services and financial sustainability. The SPM will collaborate across many departments, vendors, and
organizations coordinating/leading concept development, systems engineering, requirements management, scope management, program/project management, operations management, and system cost accounting.

Essential Functions
  • Performs business analysis with the goal of maximizing WMATA's effectiveness through data-driven decisions.
  • Performs concept value modeling, research, and define performance attributes, develop utility curves, brainstorm functional designs, create the design value mapping, and do the trade space analysis and reporting.
  • Provides full-cycle program management for departmental initiatives in conjunction with Treasury, IT, and other department leaders to provide solutions to a variety of WMATA business operational needs.
  • Plans, leads, coordinates, and collaborates with IT management and staff along with operational partners to lead SmarTrip and revenue projects through the appropriate phases of implementation and support throughout the WMATA enterprise.
  • Manages timelines, risks, and scope; maintains program documentation, produces status reports and communicates status to management and stakeholders on a regular basis.
  • Organizes and leads project teams; and works collaboratively with the project sponsor to meet program goals.
  • Gathers status input from team members, maintains the project schedule, and publishes status reports to project and stakeholders.
  • Escalates at risk" tasks or issues.
  • Identifies, documents, communicates, tracks, and resolves issues to help the team meet program objectives.
  • Schedules and facilitates post-implementation reviews, lessons learned exercises, and project closure activities.
  • Serves as liaison between Treasury departmental users and IT to define and identify business requirements and potential solutions then works with IT to further refine solution, develop, test and implement.
  • Applies project management methodologies, tracks project progress, manages expectations, manages and escalates issues and risks, develops and carries out change management plans (including communications and training), and provides project metrics.
  • Researches, recommends, reviews, and comments on all aspects of quality assurance, project management, operational requirements, and procedures to ensure that program needs, quality guidelines, and schedules are adhered to and are cost-effective.

  • Maintains and grows knowledge of the practical application of engineering science and technology, including applying principles, techniques, procedures, and equipment to the design and implementation of WMATA's fare collection and financial services
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety
    Management System and just culture principles.
