Network Engineer Location: It is expected that 100% of the Network Architect s time will be at the office at 50 Wolf Road, Albany, NY. Directed Travel may be possible, but infrequent for these positions. Duration: 2 years

A core part of implementing new and innovative TSMO technology solutions is evolving the existing TMN to a more flexible, resilient, secure, and sustainable configuration. Asset management and the establishment of an Annual Technology Plan (ATP) for TMN Information Technology (IT) and Operational Technology (OT) for each DOT Region is a key core objection of this project. Based on assessed asset health, the consultant will work with the TSMO Technology team to initiate the cycle for IT/OT replacement by preparing a life-cycle refresh plan for each Region and support the submission of all forms and processes as part of this work. In addition, establishing the lifecycle replacement of all TMC equipment will be necessary for planning for the future.
Suggested team roles for this initiative may include, but are not limited to:

Task Deliverables:
Support the TSMO Technology team in developing a statewide data exchange platform to broker TSMO data from internal and external partners that supports real-time statewide situational awareness and performance measurement .
Establish a three year Refresh Plan for Each Region. This task includes, but is not limited to, the following
o Document an approved hardware catalog of OT and IT items that may include approved product lists, firewalls, routers, etc.
Develop Annual Technology Plans (ATP) for OT and IT Technology. This task includes (but is not limited to) the following:
o Develop annual technology plans and IT/OT refresh plans for each DOT Region and assist the Regions in implementing each plan.
o Develop a transition plan for the traffic signal equipment approved product list to a TSMO-approved product list, including the needed staffing model and physical space changes needed for the existing signals lab.
o Support the development and maintenance of an approved list of devices and accompanying software suitable for use with the TMN.
o Support the development of TMC Standardized Operating Procedures.
o Document how to assess impacts of planned Intelligent Transportation System projects on the overall enterprise and network architectures.
o Document TSMO Technology Team Integration Plan.
o Establish 100% connectivity to Traffic Signals ( TSMO Connect ) and ITS Field Devices . This task includes (but is not limited to) the following:
Support the update, creation and maintenance of detailed diagrams of the entire existing TSMO network
Document detailed diagrams of the future-state TSMO IT/OT converged network (TSMO Connect)
o Standardize and Manage TSMO-Related Communications and IT Networks .
o Development of an approved hardware catalog of OT and IT items such as signal APL, firewalls, modems, etc.
o Increase the Depth of Asset Management.
Create, update and maintain a complete TSMO Technology Asset Management Plan and support the update of the current DOT asset management systems to improve lifecycle management.
o Accelerate interoperable V2X Connectivity Corridors and Applications. This task includes, but is not limited to:
Document and make recommendations to the foundational elements needed for adopting interoperable vehicle-to-everything (V2X) connectivity corridors and applications across assets.
