Job Description

ECS is seeking a Jira Administrator to join our Cyber Operations Team based in Fairfax, VA .

ECS is seeking a process-oriented, experienced Atlassian Jira and Confluence Administrator to join a Cyber Operations Team responsible for providing cyber security services to multiple Department of Defense (DoD) contracts specializing in Artificial Intelligence/Machine Learning (AI/ML), data-enabled operations and international cooperation initiatives. The Jira Administrator manages and optimizes Secret classified and higher Jira and Confluence environments, and is primarily responsible for collaborating with peers and key Program stakeholders to identify requirements and processes to successfully implement and refine technical solutions and workflows, while leveraging the Atlassian Suite of tools. This position reports directly to the Technical Program Manager, and works in a demanding, high-energy environment that requires innovative solutions to cyber-related operational, programmatic, and business challenges.

NOTE: This position is home-based at ECS Corporate offices located in Fairfax, VA; however, the selected candidate will travel locally, up to 5 business days/week, to accessible SIPR locations in Falls Church, Arlington, and/or Chantilly, VA. The selected candidate is also expected to travel < 5% to CONUS customer sites (primarily in/around Suffolk, VA) throughout the lifespan of the Program.

General Duties and Responsibilities:

The Jira Administrator is responsible for configuring workflows, automating processes, integrating third-party tools, and implementing best practices in accordance with agile methodologies that best support effective Cyber Operations Team collaboration. The ideal candidate works efficiently and effectively with limited to no supervision, and produces high-quality results and on-time deliverables.
  • Liaise with peers and key Program stakeholders to derive requirements for customer use cases/scenarios; drive associated solution design blueprints and implementation.
  • Install, configure, and utilize Jira, Confluence, and other Atlassian applications (e.g., Atlassian Marketplace plugins such as Portfolio Structure, ScriptRunner, Gantt Chart, Dynamic Forms, etc.) to optimize system performance and integrate with other tools and technologies.
  • Develop Jira storyboards; custom Confluence reports, visuals, and dashboards; and automation rules/scripts, integrations, and analytics that support business requirements and bolster performance.
  • Collect metrics for development tasks, create documentation, and conduct quality control testing.
  • Provide general Jira and Confluence administration and maintenance.
  • Manage Confluence spaces, templates, permissions, and macros to enhance collaboration; assess and communicate backend configuration changes with workflows.
  • Design interface and quality assurance standards to support change management efforts.
  • Provide hands-on end-user training and support.
  • Identify, document, and implement best practices for continuous improvement.

Required Skills

  • Active DoD Secret security clearance, with the ability to obtain/maintain a DoD Top Secret security clearance with SCI indoctrination (TS/SCI).
  • Bachelor's degree in information technology, computer science, or similar STEM discipline.
  • Ability to work up to 5 days/week at ECS corporate offices and/or local customer sites, with additional CONUS travel
  • Minimum DoD 8140 IAT Level II / III certification (e.g., Security+ or CISSP); active, or obtained within 60 calendar days of hire.
  • 3+ years of hands-on experience and responsibility for administering Jira and Confluence in enterprise environments.
  • Strong drive to solve stakeholder challenges and successfully execute projects from ideation to deployment.
  • Hands-on experience:
    • Architecting custom solutions that address unique stakeholder use cases.
    • Globally administering the full Atlassian Suite (including Bitbucket and Bamboo).
    • Creating / implementing user roles, permissions, and security settings in Jira and Confluence.
    • Collaborating with key stakeholders to design, plan, and implement sustainable solutions.
  • Advanced knowledge and use of the full Microsoft Office Suite.
  • High degree of intellectual curiosity, and the ability to learn and apply new concepts and technologies in a wide variety of disciplines.
  • Strong problem-solving and decision-making capabilities; p roven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
  • Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).


Desired Skills

Preference shown to candidates with:
  • Current Top Secret security clearance.
  • Current DoD 8140 IAT Level II (or higher) certification.
  • Atlassian Certified Associate and/or Atlassian Certified Professional certification(s).
  • Knowledge of LEAN Six Sigma principles and Agile development methodologies.
  • Hands-on experience with AWS and/o Azure cloud platforms.
  • Experience working with DoD organizations and/or performers.
