THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY ENGINEER, Position Description Number D2234000 and is part of the ID 124 Civil Engineering, National Guard.

Duties
1. Directly and through subordinate mangers and/or supervisors, determines unit goals which are the foundation for long and short range planning and execution of all unit programs, and provides a focus for all unit functions and activities. Ensures goals coincide with national and state military strategies and local limitations. Considers factors such as current and future mission needs, political climate, environmental concerns, area demographics, and base operating conditions when making decisions. Provides guidance, resources, and other support similar to Wing and Group military requirements. Manages a force comprised of AGR, Federal, contractor, and state employees. Sets priorities and prepares schedules for completion of work. Plans, develops, and publishes policies and procedures within the established controls of higher command echelons. Assigns work to subordinates based on mission priorities, work requirements, responsibility levels, and the capabilities of employees. Reviews, accepts, amends, or rejects work which was accomplished through subordinate supervisors. Consults with subordinate supervisors and training specialists on employee development and training needs. Ensures provision of such development and training. Makes decisions on work problems presented by subordinate supervisors. Collaborates with leaders of other units to negotiate, determine, and/or coordinate work affecting others not personally supervised. Advises senior officials, at all levels, on current problems involving the organizations' internal/external working relationships and business impacts. Provides solution options on such concerns and maintains effective and efficient working relationships. Coordinates legal and technical criteria and procedures for rendering decisions associated with missions and corollary higher headquarters and cross-functioning agencies. Plans, develops, and executes support annexes to USAF and MAJCOM operating plans. Evaluates and monitors combat readiness of all personnel, with regard to survivability, chemical defense, and weapons qualification. Reviews and integrates support elements with the Operations and Engineering Flights to confirm and validate the units' abilities to survive and operate under varying conditions. If applicable, ensures appropriate service and support are provided to all geographically separated units (GSUs).
2. Oversees and directs the planning, scheduling, and implementation of base operating support programs to meet local mission requirements, as well as federal and state requirements, regulations, and statutes. Exercises managerial and executive level understanding in each supervised discipline to properly assess the success and effectiveness of critical programs necessary to support day-to-day squadron and individual flight operations. Provides administrative management and oversight of assigned Assistant U.S. Property and Fiscal Officers (USP&FO) within civil engineering (real property). Manages Command Post (CP) operations; serves as On-Scene Commander in response to military and civil emergency events; oversees work with state Joint Forces Headquarters (JFHQ) operations, as assigned. Works with Wing Commanders, Mission Support Group Commanders, and RED HORSE Commanders, to advise on policies and procedures affecting the Air National Guard workforce, support infrastructure, and regulatory guidance which affect RED HORSE areas and the Wing.
3. Implements the RED HORSE Designed Operational Capability (DOC) statement and/or the Emergency War Orders (EWO). Develops and implements unit plans for execution of deployments and contingency objectives to meet USAF Air Expeditionary Force (AEF), Expeditionary Combat Support (ECS) requirements, and Joint Chiefs of Staff (JCS) and/or Combatant Commanders goals. Coordinates required AEF planning and resources with other ANG and USAF units, the National Guard Bureau (NGB), Air Combat Command (ACC), Air Force Civil Engineering Services (AFCESA), and other higher headquarters agencies to support and implement missions. Represents the unit at scheduled national-level planning conferences, to discuss, plan, and commit personnel and materiel resources to sustain AEF/ECS taskings. Manages and directs all activation, mobilization, deployment, demobilization activities, and related functions.
4. Performs other duties as assigned

Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

SPECIALIZED EXPERIENCE: GS-12 and above - Must have 1-year equivalent to at least next lower grade level experience, education, or training in preparing technical and engineering drawings. Experience searching out and developing new or greatly modified methods and approaches to accomplish the Civil Engineering function. Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. Experience supervising and leading others within the Engineering Occupational Series.
