Roles/Responsibilities:
Deliverables:
- Planning and Organizing: The PM Consultant shall adhere to and maintain the OIG-HSR's project management plan and subsidiary plans. The PM Consultant will review recommended changes to the project management plans.
- Schedule Management: The PM Consultant shall adhere to and maintain the OIG-HSR schedule management plan, project roadmap, and project schedule. The PM Consultant will notify the Project Director of deliverables, milestones, and task progress as directed. The PM Consultant shall respond to and mitigate schedule variance against the schedule baseline, notify the Project Director about possible schedule risks and issues and assist with schedule estimating activities. The PM Consultant will provide accurate time estimates for project work packages and provides accurate progress reporting throughout the projects as directed. The PM Consultant will review recommended changes to schedule management plans and processes from the project's oversight team. Upon approval by the Project Director, the PM Consultant will make the approved changes.
- Cost Management: The PM Consultant shall adhere to and assist the Project Director in maintaining the Cost Management Plan. The Contractor shall assist the Project Director in providing any cost-related metrics or respond to oversight agencies related to project costs. The Project Director will provide guidance and support to the Project Director in controlling project costs by ensuring efficient completion of the IT projects.
- Control and Governance: The PM Consultant will monitor the project performance throughout the project lifecycle to include schedule, quality, risks and scope, and implement corrective actions needed. The PM Consultant shall provide support to effectively direct and control many interrelated activities to make sure they occur as planned, changes are managed, problems are analyzed and resolved, expenditures are controlled, and milestones and objectives attained. The primary tool for controlling project activities is the schedule, which the PM Consultant will maintain centrally and make available to all team members and stakeholders. The PM Consultant will review recommended changes to control and governance processes and plans from the project's oversight team. Upon approval of the Project Director, the PM Consultant will make the approved changes to the control activity related items.
- Issue and Risk Management: The PM Consultant shall adhere to and maintain the Risk and Issue Management Plans. The PM Consultant shall be responsible for risk and issue identification and reporting, tracking, escalation and providing mitigation strategies to the Project Director on how to timely resolve project issues. The Project Director will assist the OIG-HSR in developing and monitoring mitigation and contingency plans and provide support to Risk Owners as required. The PM Consultant will review recommended risk and issue management-related changes from the project's oversight team. Upon approval of the Project Director, the PM Consultant will make the approved changes to the issue and risk-related items.
- Quality Management: The PM Consultant shall adhere to and maintain the Quality Management Plan and shall ensure that quality assurance activities are integrated with all aspects of the project to objectively assess whether the project deliverables conform to expectations. The PM Consultant will review project work products to ensure they meet quality requirements and contractual requirements and advise OIG HSR project executives on any risks and issues related to quality management. The PM Consultant will review recommended changes to quality management processes and plans from the project's oversight team. Upon approval of the Project Director, the PM Consultant will make the approved changes to the quality management related items.
- Requirements Management: The PM Consultant shall adhere to and maintain the Requirements Management Plan. The PM Consultant will ensure that all project staff and contractorss adhere to requirements management and that activities align with the Quality Management Plan, Scope Management Plan and the Change Control Management Plan. The IT Consultant will participate in Risk and Issue Management and Change Control Management activities related to requirements.
- Change Control: The PM Consultant shall adhere to and maintain the Change Control Management Plan and work closely with OIG-HSR and contractorss to manage the project change control process. The PM Consultant will provide direction on project impacts to OIG-HSR, provide impact analysis, and understand and communicates change items to stakeholders as needed. The PM Consultant will review recommended changes from the project's oversight team. Upon approval of the Project Director, the PM Consultant will make the approved changes to the change management-related items.
- Testing Management: The PM Consultant shall adhere to and maintain the Testing Management Plan and oversee overall testing and deliverables to support implementation of the WCRIS and ARS SaaS.
- Security Management: The PM Consultant shall adhere to and maintain the Security Management Plan, monitor compliance with security frameworks, and maintain and update the project security risk register.
- Contract and Procurement Management: The PM Consultant shall adhere to and maintain the Contract Management Plan and Procurement Management Plan. The PM Consultant will coordinate and manage any procurement activities and ensure that contractors adhere to the terms and conditions of their contracts and provide the services/products that meet the project's requirements.
- Implementation Management: The PM Consultant shall adhere to and maintain the Implementation Management Plan and provide overall planning and coordination for effective and efficient implementation of the ARS and WCRIS.
- Communications and Management Reporting: The PM Consultant shall adhere to and maintain the Communication Management Plan to ensure the right information is provided to the right people at the right times. The PM Consultant will develop for timely submission all required control agency reports, including CDT's monthly Project Status Report (PSR), Department of Finance's Planning Expenditure Report, and if required, CDT's Special Project Report. The PM Consultant will schedule all project meetings as approved by the OIG-HSR Project Director. The PM Consultant will review recommended changes to the Communication Management Plan from the project's oversight team. Upon approval of the Project Director, the PM Consultant will make the approved changes.
- Stakeholder Relationship Management: The PM Consultant will adhere to and maintain the Stakeholder Management Plan. The PM Consultant will ensure implementation of the Stakeholder Relationship Management Plan and shall ensure communication and interaction with key program stakeholders at all levels. This activity will facilitate buy-in on critical project decisions and overall program direction. At the direction of the OIG-HSR Project Director the PM Consultant shall also participate and/or present in meetings with the Steering Committee, oversight organizations, and other stakeholders. The PM Consultant will review recommended changes to Stakeholder Management Plan and related processes from the project's oversight team. Upon approval of the Project Director, the PM Consultant will make the approved changes.
- Corrective Actions: The PM Consultant shall address any project management related findings from the IV&V Services Contractor in the agreed upon timeline. Update project artifacts as required based on the IV&V finding. Assist in reporting on any outstanding IV&V findings for timely closure of actions.
- SharePoint Administration: The PM Consultant shall assist in the maintenance and development of the OIG-HSR Project SharePoint site in accordance with the project management plans
- Lessons Learned: Identify and document lessons learned after each project phase or major milestone in accordance with the project management plans. Develop and timely submit the Post Implementation and Evaluation Report (PIER) for both projects upon completion.

- Knowledge Transfer: The Contractor shall conduct Knowledge Transfer of any current work products, documents, or files with the State Contract Manager or designee.
- Ad hoc Tasks and Deliverables: With advance direction and approval by the Project Director, the PM Consultant will perform additional services identified as necessary to successfully manage the two IT projects. Examples of additional services include development of additional status reports or plans at the direction of control agencies.
- Regular Status Reports: Present and deliver written and verbal weekly reports that include an overview of:
- Completed and upcoming activities
- Project Schedule
- Status and schedule for project management tasks
The Contractor will deliver these oral reports to the OIG-HSR Project Director. Attend OIG-HSR staff and management meetings to provide updates on the Projects as directed by the Project Director.
Mandatory Skills:
- Key personnel must have a minimum of five (5) years of broad, extensive and increasingly responsible project management experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity. Experience must include development of the Monthly Project Status Report (PSR) for CDT.
- Key personnel must have a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of certification must be provided with the offer. The certificate must be active and not expired by the time of offer submission and certification must be maintained during the contract term.
- Key personnel must have a minimum of five (5) years of experience utilizing the following tools:
- Microsoft Office (Word, Excel, and PowerPoint)
- Microsoft Office 365
- Microsoft SharePoint
- Key personnel must have a minimum of two (2) years of experience working in a technical capacity on IT projects similar in size and scope to the ARS and or WCRIS projects.
- At least one year experience developing the Monthly Project Status Report (PSR) for CDT.
- Key personnel must have working knowledge of the CDT Project Management Framework (CAPMF).
- Key personnel must possess a bachelor's degree. Additional qualifying project management experience may be substituted for the required education on a year-for-year basis, up to four (4) years.
Desirable Skills:

- Key personnel have experience performing PM services for state of California IT projects, including during project implementation for projects undergoing Independent Project Oversight by CDT.
- Key Personnel have experience performing PM services for a SaaS implementation as well as experience working alongside System Integrator (SI) Contractors (e.g., Accenture, Deloitte, IBM, or similar) on IT projects, ensuring effective coordination in the PM Consultant role.
