Overview

GovCIO is looking for a Program Manager for PGHD serves as the strategic and operational lead supporting the Department of Veterans Affairs (VA) Office of Connected Care (OCC) in advancing the national adoption of Patient-Generated Health Data (PGHD).This role provides program-level leadership across multiple domains, policy, technical architecture, field testing, and data governance, ensuring alignment with the VA's Digital Health Platform (DHP) and OCC strategic priorities. The Program Manager also acts as a key advisor to the PGHD Program Office Clinical Director, shaping priorities, guiding implementation strategies, and driving collaboration across VA program offices.

This position provides strategic and technical coordination within the PGHD portfolio but does not perform or oversee production implementation activities.

The position manages the PGHD strategic roadmap, oversees execution of pilots and validation activities, facilitates governance and communications, and ensures PGHD solutions align with VA's enterprise architecture and interoperability frameworks. This position directly supervises the Senior Product Manager for PGHD Field Testing and collaborates closely with VA leadership, engineering teams, and clinical stakeholders.

This position will be fully remote within the United States.

Responsibilities

  • Lead the planning, execution, and evaluation of PGHD initiatives spanning data ingestion, transformation, interoperability, and clinical integration.
  • Serve as a strategic advisor to the PGHD Program Office Director-providing recommendations on prioritization, risk mitigation, and long-term program direction across policy, technical, and clinical domains.
  • Own and maintain the PGHD Strategic Framework and associated milestones, defining strategic objectives, success measures, and performance targets in collaboration with OCC leadership.
  • Facilitate annual and quarterly planning to translate strategic goals into executable workstreams.
  • Shape cross-portfolio integration by identifying intersections between PGHD, eQM, RPM, and DHP initiatives to ensure cohesive strategy and data governance.

Governance & Alignment
  • Serve as primary liaison to the VA PGHD Program Office (Dr. Shah and leadership team) to align goals, milestones, and deliverables.
  • Lead the design and evolution of PGHD governance processes-including intake evaluations, decision rubrics, and prioritization frameworks-to ensure transparent and scalable decision-making.
  • Oversee coordination across Connected Care, Mobile Health, and DHP engineering to maintain governance consistency and reduce duplication.

Architecture, Technical Enablement & Innovation
  • Partner with VA engineering and architecture leads to ensure PGHD solutions follow VA enterprise standards for interoperability, cybersecurity, and data stewardship.
  • Translate pilot and field-testing outcomes into actionable system and product improvement recommendations-bridging between user feedback and technical enhancement.

Stakeholder Engagement & Communication
  • Partner directly with OCC leadership, clinicians, and cross-functional stakeholders to ensure PGHD strategy reflects field needs and Veteran-centered priorities.
  • Develop executive-level communications and narratives that clearly articulate program vision, milestones, and impact for senior leadership and governance audiences.
  • Support the development of technical briefings, executive updates, and dashboards that demonstrate program progress and outcomes.

Operational Execution & Team Leadership
  • Supervise and mentor PGHD project staff, including product managers, analysts, and field-testing leads.
  • Establish and maintain program management infrastructure, dashboards, milestone trackers, templates, and documentation, to ensure visibility and accountability across workstreams.
  • Ensure agile methodologies and continuous improvement practices are embedded throughout program operations.

Performance Measurement & Reporting
  • Define and monitor performance indicators to assess adoption, scalability, and technical readiness of PGHD tools.
  • Support the development of implementation readiness criteria alongside Cross-Functional partners and guide national deployment decisions using clinical, operational, and technical feedback.
  • Provide executive-level reporting to VA stakeholders on progress toward strategic and quarterly milestones.


All coordination with VA program offices (e.g., Prosthetics and Sensory Aids Service, OCC Communications) will occur within the context of PGHD field testing and pilot activities only, to inform application and architectural enhancement, not production implementation.

Qualifications

Required Skills and Experience:
  • Bachelor's degree in Health Informatics, Computer Science, Systems, Business, or related technical or healthcare discipline 15+ years (or commensurate experience)
  • Master's degree in Healthcare Informatics, Public Health, or related field (preferred).
    • 7-10 years of experience in technical program or project management, preferably within federal health IT or digital health programs.
  • Demonstrated experience supporting the Department of Veterans Affairs or similar federal healthcare clients.
  • Proven ability to lead multi-disciplinary teams across policy, technical, and clinical domains.
  • Experience overseeing enterprise health technology initiatives, including data interoperability, PGHD integration, or virtual care modernization.
  • Skilled at translating between technical, clinical, and executive audiences to align strategy, governance, and delivery.

Technical Knowledge:
    • Familiarity with FHIR standards, data interoperability, and digital health architectures.
    • Understanding of agile development frameworks, backlog management, and field-testing processes.
    • Proficient in collaboration and visualization tools (e.g., JIRA, Confluence, Power BI, or equivalent).

Certifications and Licenses:
    • PMP certification required.
    • Certified SAFe Agilist or Agile Product Owner/Manager desired.
  • Clearance Requirement:
    • Ability to obtain a Public Trust clearance required.
