ECS is seeking a Business Analyst Lead to work in our Arlington, VA office . Please Note: This position is contingent upon contract award.

Job Description:

ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet DHS requirements.

ECS is seeking a Senior Manager to serve as the Lead Business Analyst for the new CDM Data Services Program. In this role, you will build and implement a comprehensive requirements management plan, to include oversight for requirements elicitation, documentation, validation and traceability to deployment in a SAFe environment. You will be responsible for guiding positive customer experience efforts to ensure an effective end-to-end experience with CDM products and services, communicating and collaborating effectively across teams and defining processes for effective delivery of business analysis services. You and your team will be responsible for:

  • Customer requirements elicitation and refinement, feature decomposition, documentation, communication and validation.
  • Serving as a liaison between the customer/stakeholders and the engineering team, to ensure requirements are satisfactorily designed, developed and implemented into Agency production environments.
  • Organizing agile backlogs to include establishing and maintaining requirements traceability, developing 'definitions of done' and acceptance criteria.
  • Creating technical documentation, recording customer feedback / meeting minutes and requirements refinement and decomposition.


As a leader within our team, you will be expected to ensure total program success through workforce management (hiring, supervisory responsibilities, coaching / mentoring), fostering positive client relationships and advancing both mission and business objectives through proactive risk and opportunity management. Our leaders must demonstrate expert level communication skills with both technical and non-technical personnel, both oral and written.

Required Skills:
  • Bachelor's Degree with a minimum of 8 yrs of relevant experience.
  • Expert level abilities in requirements management including elicitation, documentation, and traceability to solution implementation, design artifacts, documentation, and tests.
  • Expert level expertise organizing an agile backlog using one or more Application Lifecyle Management (ALM) tools, preferably Jira.
  • Demonstrated success building and leading teams in an agile environment.
  • Intermediate level expertise using team collaboration tools (e.g. Confluence, SharePoint etc.)
  • Demonstrated expertise in leading and facilitating requirements working sessions and clearly documenting the outcomes (e.g. requirements, action items, decisions made, etc.).
  • Demonstrated success acting as the 'voice of the customer' ensuring concepts and requirements are property understood by the team.
  • Strong technical acumen and experience through all phases of the SELC, delivering enterprise IT products and services for the Federal Government.
  • Expert level ability to articulate complex technical solutions and processes to a variety of technical and non-technical stakeholders.
  • Demonstrated ability to thrive in a dynamic technical environment, collaborate well with others, and take initiative to solve complete problems.


Desired Skills:
  • SAFe Certification / CSM, CSPO or equivalent.
  • Expertise of the cyber security domain to include: governance and risk management, compliance, business continuity and disaster recovery, encryption, software development security, access control, network security / secure architecture, and security operations.
  • Familiarity with code repositories, particularly Git/GitHub.
  • Basic knowledge of cyber frameworks/tools/technologies.
